Mexcor seeks a Payroll & Benefits Administrator for the share services team in NW Houston. We have a competitive compensation package that includes performance-based incentives, a wide range of benefits, career advancement and professional development opportunities.

Reporting to Vice President Human Resources, the Payroll & Benefits Administrator (PBA) supports Mexcor by coordinating the day-to-day administration of payroll and benefits. This role requires knowledge of employment law, human resources practices, payroll procedures, and benefits administration. The Payroll & Benefits Administrator ensures accurate and timely processing of payroll, maintains accurate benefits records, assists employees with benefits-related questions, and supports compliance with applicable laws and policies. The position works closely with HR and other departments to ensure smooth operations and positive employee experience. The Payroll & Benefits Administrator provides backup support to the HR team for special projects or during absences or periods of unavailability.

DUTIES AND RESPONSIBILITIES
Payroll Administration
- Support HR leadership with ensuring supervisors submit an accurate and timely pay files
- Prepare and process payroll in a timely manner, according to the established timeline
- Administer employee deduction and deferral administration including benefits and garnishments
- Management of employer benefit contributions, reimbursements, and expense reports in payroll
- Ensure compliance with all federal and state regulations that impact payroll
- Answer employee questions and assist with changes
- Flag unlawful or unusual items or trends in time and attendance tracking or paid time off portals
- Collaborate with leaders to identify strengths and weaknesses then implement change to streamline processes
- Deliver payroll reports to SharePoint folder
- Provide and explain annual total compensation statements to employees
Payroll Tax Administration
- Payroll taxes (federal, state, and local) withheld each pay run and ensure tax payments happen
- Assist HR leadership with local, county, state and federal tax account creation and management
- Review and file the quarterly tax packages in SharePoint
- Ensure Form 941 quarterly and Form 940 at the end of each year are filed properly
- Ensure the payroll system processes and files W-2 & 1099
- Ensure New Hire Reporting occurs
Additional Human Resources Responsibilities
- Leave of Absence Administration: Collaborate with HR team to ensure proper coordination with payroll and benefits.
- Paid time off holiday and accrual management
- Work with HR leaders to file: ACA, EEO-CA, EEO-1, Quarterly Census, and all other government reporting
- Respond to Unemployment Insurance claims, Inform Head of HR of hearings
Benefits Administration
- Update the ACA portal monthly to ensure accuracy
- Ensure COBRA administration is accurate through WEX
- Annual retirement plan testing and reporting support
- Ensure employee files are complete and accurate in the 401(k) portal
- Process 401(k) payroll files on or before each payday
- Process HSA (Health Savings Account) employee deferrals on or before each payday
- Collaborate with HR leadership to ensure a smooth open enrollment season
- Ensure benefit book and one-pager is current
- Verify employee 401(k) deferrals and loans to ensure payroll accuracy
- Reconcile statements, ensuring staff count and changes are accurate in premiums

Requirements
EXPERIENCE AND EDUCATION
- Bilingual with professional fluency in Spanish and English, highly preferred
- Payroll certification, HRCI or SHRM certification preferred
- 3-5 years of experience in payroll preferred
- Knowledge of the industry preferred
- Strong PC application skills in Microsoft Office Suite
- Ability to manage multiple projects effectively and professionally
- Strong organizational and project management skills
- Excellent communication skills
- The ability to interact across teams in a fast-paced environment
- Financial understanding and acumen
- Must be proactive, resourceful, and efficient
