Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

As a PMCOE team member, this position is a champion of project management across Metrolinx. You will be expected to provide practical direction, and advice to cross-functional project teams on the use of Metrolinx project management standards to ensure consistency and quality assurance across their work. This entails building relationships and engaging with project team members to help them develop technical skills and competencies that foster a culture of project management excellence across the organization.   What will I be doing?
  • Leads activities related to project scope, definition, risk management, and quality assurance to ensure projects deliver expected outcomes.
  • Establishes, manages, and directs resources to ensure the necessary level and capabilities are represented on a project team to ensure project success.
  • Provides direction and advice to staff and personnel assigned to individual projects, through all project stages (e.g., on administrative, design, editing, technical, estimating, and priority issues as appropriate).
  • Leads the development, reviews and approvals of Project Charter and Project Plan documents.
  • Leads the identification, assessment, mitigation, and communication of project risks.
  • Advises on, and as appropriate, manages and reports on budgets for assigned projects, to ensure projects are delivered within budget expectations.
  • Ensures that all project cost and scheduled activities are identified, continuously monitored, and clarifications/changes managed properly to maintain adherence to schedule and budget.
  • Reviews and evaluates studies, reports, design proposals, specifications, and contract documents, to meet established policies, procedures, and standards applicable to projects.
  • Develops and delivers reports and presentations defining plans, issues, status, and resolutions to appropriate levels of management.
  • Participates in project activities involving Metrolinx, service providers, vendors, and other stakeholders to ensure project requirements are delivered and project status is reported in a timely and accurate manner.
  • Recommends and implements corrective action plans where variances in project plan execution occur, communicates with internal and external stakeholders, and negotiates change orders and revised schedules.
  • Collaborates with the Senior Manager, PMCOE to develop and improve PMCOE project management methodologies and standard practices.
  • Leads and coaches diverse and cross functional project teams, including consultants, in project management practices (e.g., project scope, budget, schedule, quality, risk, safety, etc.) to ensure projects deliver their expected outcomes
What Skills and Qualifications Do I Need?
  • Completion of a degree in Business, Engineering, Planning, Public Policy, Education, or a related discipline – or a combination of education, training, and experience deemed equivalent. Master’s degree an asset.
  • Demonstrated related project management and coordination experience.
  • Certifications or Designations: Project Management Professional (PMP) designation an asset.
  • Knowledge of program management, planning, budgeting, prioritization, risk and change management principles, methods, and techniques to manage the development, deployment, and implementation of medium scale fare system/program initiatives. 
  • Proficiency in the use of project management software and computer applications. 
  • Demonstrated progressive experience in project management, planning, budgeting, prioritization, and risk management, which preferably includes the deployment or implementation of large-scale initiatives.
  • Budget management experience to prepare project budgets and monitor within budgetary limits.
  • Experience in procurement and contract management to initiate tenders, evaluate bids, make recommendations for approval, and plan, direct, coordinate and monitor the work of consultants for compliance with user group and Metrolinx standards, policies, and procedures.
  • Effective written, oral, presentation and interpersonal skills to articulate and present advice, options and recommendations to senior management and business clients on projects and technology solutions.
  • Leadership and management skills to manage and motivate cross functional teams and set high standards and clear expectations.
