Vendor Performance Analyst - 18 Months Contract

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

The Corporate and I&IT Vendor Management Office(s) is looking to hire a Vendor Performance Analyst (18-month contract) to help strengthen and maintain strategic vendor relationships that support high-quality, value-driven agreements.

This role will be responsible for overseeing the performance and execution of a portfolio of vendors, ensuring compliance with Metrolinx policies, procedures, and contractual obligations. The Analyst will support both competitive and non-competitive procurements, conduct analysis, develop options, recommend solutions, and provide advice on resolving contractual matters. They will also manage contract change requests and amendments, working closely with various Business Units, as well as internal and external stakeholders, to ensure optimal vendor performance.

Functional/Technical

  • Solicits, examines and analyses performance and technical assessment results from business units to ensure that contractual obligations are fulfilled 
  • Manages business and political risks through the collection of data and the provision of detailed analysis of reports from Business Units making recommendations on related strategies in order to ensure the delivery of commitments, SLAs and SLOs 
  • Accountable for working with Corporate and I&IT Invoicing teams to ensure invoices adhere to set KPI payment timelines
  • Manages contractual issues through collaboration with the Business Units in order to address identified issues/concerns
  • Prioritizes issues as they arise, documenting re-occurring issues to support continuous improvement initiatives and reporting this information to leadership along with identifying potential solutions
  • Ensures change requests, actions taken, and decisions made are clearly documented and trackable to provide audit trails and references for future assessments.

Customer/Stakeholder 

  • Consults with key stakeholders, at all levels within the organization, to collect their input regarding needs, service delivery, and quality to ensure business alignment with agreements and contracts
  • Leads and/or contributes in meetings with Corporate partners:  Finance, HR, Marketing, Realty, Legal, Equity and Inclusion, CEO Office, I&IT) external stakeholders such as Vendors, Supply Ontario, OECM etc. to discuss performance, business and political risks, common issues, and develop recommendations/options, action plans and resolutions
  • Develops and implements contractual Key Performance Indicators (KPIs) to ensure commitments to stakeholders are clearly tracked on a regular basis
  • Actively supports and/or takes a leadership role in the governance and compliance reporting related to vendor service models as required and drives continuous improvement efforts through timely feedback on deficiencies offering options for resolution 

Operational Excellence

  • Thoroughly understands the business, market and competitive environment in order to bring insights and recommendations for adjustments that will resolve contractual issues 
  • Manages contract change requests, ensuring they  have been assessed for business and political risk and are aligned with business goals and intent of contracts 
  • Proactively ensures currency and knowledge of merging technology and trends, cyclical requests and best practices to support internal clients within a culture of continuous improvement
  • Ensures accuracy with internal customer needs and proactively solicits feedback to develop recommendations for the enhancement / improvement of processes, resources and tools
  • Responsive to ad hoc requests from senior and executive management for partner performance-related information and studies, and prepares related presentations for Management team

Financial Stewardship

  • Conducts oversight of contracts and provides analysis on costs of vendor contracts contributing to the development of improvements to the vendor management process and cost effectiveness
  • Delivers effective and efficient solutions by prioritizing tasks and monitoring compliance to ensure project deliverables are implemented within timelines, budget and quality parameters
  • Ensures management is made aware of any projects that risk being off track, making recommendations and identifying actions to bring project back on track and meet project milestones

People Leadership

  • Provides input to manager, senior manager, and director as well as internal clients advising them on topics related to the position’s area of expertise 
  • Demonstrates Metrolinx’s values and leadership competencies for others

Education:

Completion of a university degree in Business Administration, Law, or Public Administration – or an advanced/specialist certification, requiring an equivalent number of years of post-secondary education. 

Experience: 

Demonstrated years of experience in vendor/contract management, including monitoring and resolving vendor contract issues in a fast-paced professional environment. Experience in the transit industry is preferable.

Technical Competencies

  • Excellent conflict resolution and negotiation skills for strong relationship development to work closely with external stakeholders Vendors, Government Agencies, etc.) and internal clients (Legal Services, Accounts Payable, Privacy & Security, etc.)
  • Solid understanding of the political environment and sound political acuity to both identify and manage political and business risks within portfolio, including escalating when appropriate, providing advice on options to manage issues
  • Proven track record of initiative and autonomy to make decisions, drive results, and complete tasks.
  • Experience in multi-tasking and tracking of various requests and providing regular updates in a timely manner.
  • Strong analytical skills to pro-actively identify issues, assess options and recommend solutions to executive management before they become major issues.
  • Proven knowledge of risk management systems and processes to identify and mitigate risk.
  • Demonstrated interpersonal skills to work productively with a wide array of different people and groups at all levels within the organization to effectively and efficiently manage contractual issues and solicit performance and technical assessment results
  • Highly effective problem-solver, well organized, flexible, and good time manager to ensure effective solutions and resolution of business goals 
  • Professional oral and written communication skills to influence changes needed, to develop Executive Memos and Briefing Notes to Metrolinx departments and to make presentations to executive management.
  • Interpersonal skills to liaise with team, external vendors and internal stakeholders to identify requirements. 
  • Knowledge of, and demonstrated proficiency in, the use of software and the ability to learn new technology
  • MS Office Suite (Outlook, Word, Excel, PowerPoint, etc.) to identify and resolve formula issues.
