BRIEF POSITION SUMMARY
Performs highly complex (senior-level) financial analysis and regulatory work. Work involves compiling, reviewing, analyzing, and evaluating financial data. Develops reconciliation procedures/standards, conducts reconciliation and crosschecking between Texas Military Department’s (TMD) Accounting System (Centralized Accounting Personnel Payroll System (CAPPS)) and the Uniform Statewide Accounting System (USAS) for Accounts Payable, General Ledger, and Commitment Control modules. Utilizes available reconciliation tools and reports to monitor TMD’s financial modules and resolve unprocessed transactions and provide reports and recommendations to improve the accuracy and completeness of data. Reports to the CAPPS and Business Intelligence Manager and works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
WORK HOURS: Monday-Friday, 8 hours a day/40 hours a week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
- Analyzes, reviews, and reconciles financial data.
- Assesses and fully documents reconciliation finding, forwarding to the corresponding departments for further research and clarification, when necessary.
- Monitors unreconciled issues and inquires for status from the corresponding departments to ensure that all issues are resolved in a timely basis.
- Develops and implements internal financial policies and procedures.
- Provides instructions, recommendations, and guidance to financial users to resolve issues and exceptions and corrects accounting transactions.
- Assists in administering financial processes and systems developed to improve financial processes.
- Provides financial data and reports for internal management requirements.
- Evaluates and monitors financial compliance with applicable accounting standards and financial and regulatory compliance with applicable state and federal statutes and regulations.
- Maintains CAPPS and reconciliation related documentation.
- Provides financial expertise by responding to inquiries submitted through the phone, e-mail, and/or agency CAPPS Support e-mail address.
- Responds to written inquiries promptly and professionally.
- Coordinates with the team when determined necessary.
- May assign and supervise the work of others.
- Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
- May be required to perform duty in support of national emergencies, disasters and other missions, to include evenings, holidays and weekends.
- Performs related work as assigned.
Qualifications
MINIMIUM QUALIFICATIONS
EDUCATION:
- Graduation from an accredited four-year college or university is required. (Substitution allowed)
PREFERRED EDUCATION:
- Graduation from an accredited four-year college or university with major coursework in business, accounting, finance, economics, public administration, mathematics, or a related field is generally preferred.
SUBSTITUTION:
- Additional years of experience in financial analysis, fiscal monitoring, economics, or relevant financial oversight activities may substitute for the required education on a year for year basis up to four years.
EXPERIENCE AND KNOWLEDGE:
- Three years of experience in financial analysis, fiscal monitoring, economics, or relevant financial oversight activities is required.
- Experience using Microsoft applications to include Microsoft Word and Excel is required.
PREFERRED EDUCATION AND EXPERIENCE:
- Experience working with Enterprise Resource Planning (ERP) with expertise in finance modules.
- Experience working with CAPPS Financials and/or PeopleSoft modules.
- Experience with budget and general ledger or financial reconciliations is preferred.
- Experience with analyzing and designing complex formulas and spreadsheets is preferred.
- Experience creating training materials is preferred.
- Experience using CAPPS related reconciliation tools is preferred.
- Experience creating queries using SQL or PeopleSoft Query Manager is preferred.
- Experience with the Uniform Statewide Accounting System (USAS), the Automated Budget and Evaluation System of Texas (ABEST), and/or the State Property Accounting System (SPA) is preferred.
REGISTRATION, CERTIFICATION OR LICENSURE:
- Valid driver’s license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
OTHER REQUIREMENTS:
- Background Investigation. Selected candidate must be able to obtain a CAC and/or pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.

PHYSICAL/WORKING CONDITIONS
Work is typically performed in a sedentary office setting, spending more than 70% of the time sitting at a desk operating a computer and telephone. May lift, carry, move, and/or set up equipment and materials that weigh up to 25 pounds. Requires approximately 5% travel.
