Description

 

The Texas General Land Office is seeking a Director of Federal Finance & Grant Management within the Financial Management Department of the agency.

The Director V performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves providing strategic direction, establishing goals and objectives; overseeing the development and implementation of policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets within a department(s) or division(s). Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

What Your Contributions to the GLO Will be:

LEADERSHIP AND MANAGEMENT RESPONSIBILITIES to include, but not limited to:

1. Directs program activities and business functions within the Federal Finance & Grant Management Division.

2. Supervises the work of the Federal Finance & Grant Management Division.

3. Plans, develops, approves, and communicates to staff timelines, priorities, and standards for achieving the division's goals and directs evaluation activities.

4. Develops, establishes, and implements goals and objectives consistent with the agency’s strategic plan and develops standards for achieving those goals.

FEDERAL FINANCE AND GRANT MANAGEMENT OVERSIGHT to include, but not limited to:

1. Oversees the collection, organization, analysis, and preparation of reports and studies, including management, productivity, and financial reports.

2. Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.

3. Plans, develops, and approves schedules, priorities, and standards for achieving goals for the Federal Finance & Grant Management Division; and directs evaluation activities.

POLICY, PLANNING, AND COMPLIANCE to include, but not limited to:

1. Develops and implements techniques for evaluating Federal Finance & Grant Management program activities and business functions; and identifies the need for changes.

2. Develops internal and external policies, procedures, and guidelines and communicates to agency staff; and monitors compliance.

3.  Develops and oversees the implementation of long-range and short-term plans.

REPRESENTATION AND STRATEGIC COMMUNICATION to include, but not limited to:

1. Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.

2. Participates in activities related to the legislative process, including responding to legislative requests for information, providing legislative testimony, and overseeing the implementation of legislative changes.

3. Participates in and oversees strategic communication efforts.

 

Qualifications

 

Minimum Qualifications:

·         Graduation from an accredited four-year college or university with major coursework in accounting, finance, economics, mathematics, or a related field is generally preferred. Education and experience may be substituted for one another.

·         Eight (8) years of full-time experience as a manager and/or director.

·         Eight (8) years of full-time experience working in the following (or closely related) fields: accounting, auditing, budget preparation/analysis, financial, statistical analysis, business, public administration, or closely related experience.

Preferred Qualifications: 

·         Previous experience working in CAPPS Financials is preferred.

·         Previous experience in applying state government policies, accounting standards, and federal and state laws and regulations. 

·         Familiarity with Federal and State accounting rules and procedures.

·         Proficiency in managing and overseeing federal and state grants, ensuring accurate and timely recording and reporting of grant-related transactions, and ensuring proper handling and documentation.

 

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
