The agency's main responsibilities include authorizing and approving new degree programs, managing state-funded financial aid programs, and developing and advocating policies to maximize higher education's contributions to the state and its citizens.
The Data Management and Analysis division is responsible for the collection of Higher Education Information (HEI) system data and the activities around the use of that data. Data management staff work with institutions to submit data, troubleshoot errors and warnings that occur during the submission process, and provide guidance on how to interpret data elements in the system. In addition to providing support to the institutions for data submission, the Data Management and Analysis area also provides data and analyses to fulfill the ad hoc reporting requirements of the agency, the legislature, governor, and public, and fulfills data requests related to higher education in Ohio.
Job Description
Data Quality and Support Analyst - Administrative Staff and unclassified pursuant to §124.11 (A) (30) and §3333.03 of the Revised Code. Serves at the pleasure of the Chancellor and in a fiduciary capacity to the Ohio Department of Higher Education (ODHE). This position reports directly to the Director of Data Management and Analysis.
The Higher Education Information (HEI) system is a comprehensive relational data warehouse that contains data from multiple sources, including Ohio's colleges and universities, as well as several federal agencies. HEI also comprises other components, such as the Higher Education Information Authentication (HEIAuth) system, the central user management system for HEI, and various other ODHE applications.
The Data Quality and Support Analyst will be primarily responsible for developing, documenting, and maintaining standards and protocols to ensure timely, accurate submissions of data from Ohio colleges and universities. This person will supervise other staff at the direction of the Director of Data Management and Analysis to ensure these standards and protocols are followed and that timely progress of data submission into the HEI system occurs. The Data Quality and Support Analyst will also serve as the primary contact for universities and college data reporters and develop training materials to advance data literacy amongst these data reporters.
In coordination with the Director of Data Management and Analysis and the Assistant Director of Data Analytics and Strategy, the Data Quality and Support Analyst will be responsible for developing training for ODHE staff to ensure that they understand the data stored in the HEI system and how it can be utilized. This role will be primarily responsible for delivering such training.
Responsibilities:
- Troubleshoot to clarify and resolve HEI and HEIAuth data submission issues; determine the cause of the issues that occur during data file loading into HEI. If necessary, replicate the issue on lower tiers (such as in a testing environment).
- Work with colleges and universities to validate their data according to ODHE specifications and maintain data integrity prior to loading data into HEI and following up with colleges and universities to ensure resolution of data integrity issues.
- Consult and collaborate with other data team members at ODHE or OH-TECH to help resolve issues.
- Document resolutions or findings for future use.
- Develop and maintain a training program for colleges and universities in the submission of their data.
- With the Director of Data Management and Analysis, serve as liaison to the colleges and universities who submit data to the HEI System. Provide presentations and training for colleges and universities at conferences and meetings, and document outcomes.
- Improve data submission outcomes by analyzing issues reported in HEI and HEIAuth systems and suggest enhancements to applications to improve the data submission experience for colleges and universities.
- Discuss potential enhancements to HEI and HEIAuth with the Director of Data Management and Analysis to get approval to proceed. Then communicate and work as an analyst with OH-TECH to help test and implement bug fixes and/or enhancements.
- Responsible for supervising and contributing to institutional data reporter onboarding and offboarding.
- Improve and document HEI and HEIAuth onboarding and offboarding processes and procedures.
- Create and maintain user guides for HEI and HEIAuth systems and provide training sessions to institutional users as needed, mainly to colleges and universities.
- Maintain HEI file-specific documentation on ODHE website.
- Other duties as assigned.

Qualifications
MINIMUM:
- Bachelor’s Degree or 5 years of experience equivalent to a business analyst.
- Experience in analyzing and troubleshooting data issues independently.
- Experience using data to draw relevant conclusions, and experience with data visualization techniques and tools.
- Experience in running meetings, trainings, and/or conferences.
- Good documentation skills.
- Experience with SQL and relational databases.
- Willingness to learn programming languages such as R and Python.
- Strong communication skills.
- Ability to communicate technology needs and solutions to IT staff and a variety of parties.
- Experience in best practices for collecting data and using it in analyses.
- Experience with basic data quality dimensions.
PREFERRED:
- Experience using R/Python.
- Familiarity with Jira and ServiceNow.
- Ability and desire to grow in the position, including a willingness to improve data analysis and visualization skills.
- Ability to self-manage a project from the point of data gathering to data presentation according to defined requirements.
