Position Summary

The HR Operations Manager is responsible for managing and optimizing the daily operations of the Human Resources function, ensuring efficient and compliant delivery of HR services. This role oversees the HR Helpdesk ticketing system, internal HR communications, payroll and benefits administration, FMLA and ADA processes, HR operational policies and compliance tracking, and HRIS administration. The HR Operations Manager provides leadership and direction to the HR & Training Coordinator and Payroll and Benefits Specialist, ensuring consistency, accuracy, and timeliness in all HR operational processes. This position plays a key role in delivering a seamless employee experience, supporting compliance with employment laws and agency policies, and producing meaningful HR metrics and reports to inform decision-making.


HR Operations Oversight

  • Oversees day-to-day HR operations, ensuring efficient processes and exceptional customer service to employees and leaders.
  • Manages and optimizes the HR Helpdesk ticketing system, ensuring timely resolution of inquiries and tracking trends for continuous improvement.
  • Maintains and updates the employee handbook and operational HR policies, ensuring compliance with applicable laws and regulations.
  • Develops and monitors HR operational metrics and dashboards, preparing reports for the CHRO and leadership team.

Payroll and Benefits

  • Supervises payroll and benefits administration, ensuring accuracy, regulatory compliance, and timely processing in collaboration with the Payroll and Benefits Specialist; provides back-up support to maintain continuity of operations as needed.
  • Monitors payroll processing, deductions, garnishments, and retirement plan administration, ensuring compliance with applicable regulations.
  • Oversees the annual open enrollment process and benefit plan changes, including communications, enrollment, and carrier updates.

Leave Administration

  • Oversees FMLA and ADA processes, ensuring compliance with federal, state, and agency requirements.
  • Partners with managers and employees to provide guidance on leave policies and procedures.

HR Systems Administration

  • Oversees HRIS administration, ensuring data accuracy, workflow efficiency, and integration with payroll and benefits systems.
  • Supports HR technology projects, upgrades, and process automation initiatives.

Internal Communications

  • Manages internal communications, ensuring clarity, consistency, and alignment with agency culture and values.
  • Coordinates announcements, policy updates, and employee engagement messages in collaboration with the CHRO.

Leadership & Supervision

  • Directly supervises and provides coaching, performance feedback, and professional development opportunities to direct reports.
  • Ensures cross-training within the HR operations team to maintain coverage and service continuity.

Other Functions

  • Ensure duties are performed in compliance with all company and regulatory obligations; follow procedures and processes as directed by leadership.

Qualifications

  • Bachelor’s degree in Human Resources or related field.
  • 5 years of progressive HR generalist/operations experience, including payroll, benefits, and HR systems administration.
  • Strong knowledge of employment laws, FMLA, ADA, payroll compliance, and HR best practices.
  • Intermediate proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Teams).
  • Must be at least 18 years of age.
  • Must possess or obtain a valid Fingerprint Clearance Card if required for the role.
  • Must be authorized to work in the United States.
  • Must be able to pass pre- and continued employment screenings successfully.
  • Preferred Qualifications
  • Supervisory experience in HR operations or related functions.
  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification

  • Maintain compliance with required training, licenses, and certifications for the role.
  • Perform duties at Valle del Sol offices, clinics, or other designated locations as required.

Physical Requirements

  • Primarily work in an office-based environment with regular use of a computer and standard office equipment. Use of office equipment, including computers, telephones, calculators, copiers, and scanners.
  • Frequently required to see, talk or hear, stand, walk, sit, reach with hands and arms, and use hands to handle, feel, and manipulate objects, tools, or controls.
  • Occasionally required to climb, balance, stoop, kneel, crouch, or crawl.
  • May occasionally lift and/or move up to 25 pounds.
  • Ability to attend meetings across Valle del Sol locations or other designated sites.
  • Regular, reliable, and predictable attendance is required.
