The Centre of Expertise for Corporate Real Estate Management and Facility Services Netherlands (CREFS NL) is responsible for managing the real estate portfolio and related facility services for ING’s offices in the Netherlands. We do this in close collaboration with our facility partner. Within an Integrated Facility Management (IFM) structure, the execution of facility services at the operational and tactical levels is outsourced. CREFS is responsible for the vision, policy, and the determination of the strategy and objectives for the real estate and facility services portfolio.
Tasks and responsibilities
As a Program Manager, you will be responsible for the implementation of real estate and facility-related programs. You are an important pivot in the successful execution and delivery of the project portfolio. This role requires a mix of competencies in corporate real estate knowledge, project management, contract management, stakeholder management and effective communication to ensure that projects are set up and completed within the set frameworks such as time, budget and quality.
With your work, you will contribute to making ING's Corporate Real Estate portfolio more sustainable, creating an inspiring hybrid workplace for all ING employees and an attractive office for receiving our ING customers.
What does your working day look like?
As a Program Manager, you will manage a diverse portfolio of projects. You will be responsible for the projects at our bank, regional and head offices. This varies from making our offices more sustainable, adapting the offices to the hybrid working concept, the design and implementation of new office environments, the decommissioning of existing locations, and the coordination of departmental programs, including those focused on sustainability and energy. But even seemingly small projects, which require a lot of coordination, fall under your responsibility. Examples include security adjustments, renovating a Barista bar or coordinating owner activities that may affect ING business continuity. The duration and intensity of the projects and programs vary, making this a dynamic and diverse role.
Before the start of a project you ensure there is a clear and well-defined description of the intended project outcome. This includes outlining the expected results, identifying potential risks, mapping key stakeholders, estimating the budget, and setting a project timeline. . As part of the project request, you collaborate with the senior Program Manager define the project organization and the sourcing model, for this you can use ING's 'outsourced preferred project organization'. You then manage the contracted project management organization on the successful delivery of the project in accordance with GROTIK.
On the one hand, you function on behalf of ING as a client to the external project management organization, on the other hand, you maintain good communication with internal stakeholders.

- Stakeholder management with internal departments, suppliers, and external partners
- Monitor and manage the progress, risks, budgets, and quality of the programs and projects
- Supporting the developing a multi-year strategic domain and program plan
- Managing the various contracts, strategy and performing quality control
- Monitoring and approving deliveries

Furthermore, you have:
- Fluency in Dutch and English.
- A completed HBO/WO education in Real Estate or building engineering supplemented with knowledge of or education in Strategic Program Management and Project Management such as PRINCE2.
- 5+ years relevant work experience.
- Demonstrable experience in managing complex projects from initiation to completion, preferably Real Estate/Facility related.
- Strong understanding of/affinity with Corporate Real Estate and Facility Management related business is an advantage
- Knowledge of technical concepts and technologies relevant to the project, such as current sustainability regulations, smart technology is highly desirable
- Excellent leadership, communication, and interpersonal skills, with the ability to collaborate effectively with diverse teams and stakeholders.
- Proficiency with management tools and software, such as Microsoft Project, Excel, and Powerpoint, to create business cases and presentations, and to track progress, manage tasks, and communicate project status.
- Analytical mindset with the ability to identify problems, analyze data, and make decisions based on them to drive project success.
- Flexibility and adaptability to work with changing priorities and tight deadlines.
- An overview, a helicopter view, you can prioritize, plan and monitor the progress of issues, risks and improvement processes.
