Under direction, the Grant Management Analyst performs complex administrative, managerial, and budgetary for grants received by the Workforce Development Board. Ensures that program and grant activities are carried out in accordance with all applicable guidance, regulations and statutes. Researches, identifies and writes grant applications to expand programs and services. Identifies, collects and analyzes relevant information and key data to further program development. Supervises and coordinates activities of support staff (and/or is accountable for the work of professional, technical and support personnel). Creates and updates manuals of processes and procedures The Workforce Development Board is responsible for the Macomb/St. Clair Michigan Works! System.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Manages and administers all Workforce Development Board grant programs.
Develops, plans, analyzes and implements grant programs and initiatives.
Ensures that program and grant activities are carried out in accordance with all applicable guidance, regulations and statutes.
Researches, identifies and writes grant applications to expand programs and services.
Identifies, collects and analyzes relevant information and key data to further program development.
Supervises and coordinates activities of support staff.
Manages program and grant budgets to ensure compliance with fiscal and program guidelines.
Compiles, prepares and summarizes programmatic reports and documents.
Coordinates the processing, submitting, and tracking all required documentation necessary for the approval of grant funded expenditures.
Creates and revises manuals of processes and procedures to assist support staff with grant compliance with State and Federal guidance.
Provides oversight of program and accounting staff during funding source monitoring, sub-recipient monitoring and other interdepartmental functions
Attends and participates in meetings, presentations, and conferences representing the Workforce Development Board to discuss and explain grant programs.
Serves as liaison and facilitates and encourages the exchange of information with local, county, and regional metropolitan agencies.
Operates an automobile to perform assigned job functions.
Performs other duties as assigned.
QUALIFICATIONS
Required Education and Experience
Bachelor's Degree from an accredited college or university in Public Administration, Business Administration, or a related field
Three (3) years of experience performing general accounting and grant administration procedures, preferably within a government setting
Previous supervisory experience
Preferred Education and Experience
Master's Degree from an accredited college or university in Public Administration, Business Administration or a related field
Previous experience working with grants as relating to compliance with legal and programmatic considerations
Previous experience working with the operations of workforce development programs, preferably with a Michigan Works! Agency
Required Licenses or Certifications
Possession of a valid Michigan driver's license and operable, insured automobile for authorized travel
