The Remote Sensing Laboratory-Andrews is searching for a dynamic Program Manager to manage the Nuclear Incident Preparedness and Collaboration (NIPC) Program. This position will collaborate across RSL and other NNSA sites to provide various international partners training to counter and respond to radiological and nuclear threats. The NIPC program also provides nuclear and radiological technical support to both domestic and foreign partners, as well as operational support for major public events and emergencies.
Key Responsibilities
- Direct all phases of program support for the Remote Sensing Laboratory to NA-81, Nuclear Incident Preparedness and Collaboration Program.
- Participate in contract negotiations and related changes for NA-81
- Coordinate the preparation of proposals, business plans, statement of work and specifications, operating budgets and financial terms/conditions of contracts for the program.
- Within a Program Management framework. coordinate and lead cross-functional, multi-directorate initiatives to identify, prioritize, integrate and develop projects that drive modernization to ensure that assets are mission-ready for current and future work.
- Establish technologies using standard principles, theories, concepts, and techniques to provide solutions to a variety of technical problems.
- Establish milestones and monitor adherence to master plans and schedules for the program.
- Identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications.
- Must be able to participate in National Response Asset Deployment activities, including flights onboard government aircraft for missions and deployments.
- Must be able to meet company requirements for worldwide travel including deployment physical and immunizations.
- Ability to work independently or in a team environment on a wide variety of tasks.
- Must be able to perform critical job functions during high stress situations or in environments during real world deployments.
- Directs the work of employees assigned to the program from technical and/or administrative areas.
- Bachelor’s degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
- Working knowledge of Office365, Word, Excel, Adobe Acrobat, and Outlook is required.
- Must be fitted for and qualify for use with various respiratory protection and personal protective equipment.
- Must be able to lift 50 lbs.
- Must be able to obtain and maintain a Department of Energy (DOE) Q Clearance and Sensitive Compartmented Information access (position will be cleared to this level).
- The primary work location is the Remote Sensing Laboratory on Andrews AFB in Suitland, Maryland.
- Work Schedule will be either 5/8s (M-F), 4/10s (M-Thurs), or 9/80s (off every other Friday) (subject to change).
- The anticipated amount of domestic and international travel is 25-40%.
- Must be willing and able to perform work during non-standard hours, take on-call duty, and deploy worldwide on short notice.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, applicants for employment must be able to obtain and maintain a DOE Q-level security clearance , which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance and Sensitive Compartmented Information access (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $124,238.40 to $198,785.60.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
