Provide Program Management oversight to the NNSS Cybersecurity Program. The Program Manager is responsible for overseeing the planning (technical scope/performance, cost, schedule) and execution of the NNSS NA-IM Cybersecurity budget. The Program Manager will also assess the Cybersecurity program to ensure compliance with applicable DOE Orders and/or contractual requirements.
This role collaborates with programmatic counterparts at NNSA headquarters, onsite/internal NNSS customers, and other NSE sites to ensure alignment with Cybersecurity scope and future capability needs.
Key Responsibilities
- Serve as the Cybersecurity Program Manager, overseeing the planning (technical scope/performance, cost, schedule) and execution of the NNSS NA-IM Cybersecurity budget.
- Provide programmatic oversight to ensure alignment with associated programs/projects and NNSS mission objectives.
- Coordinate with Project Management, IT, and financial team to manage integration between program and project elements.
- Act as primary customer contact for program activities, leading recurring program review sessions with customer to discuss cost, schedule, technical performance, and challenges.
- Provide programmatic support for change control reviews that propose significant changes or impact programmatic requirements and reporting.
- Interface with MSTS senior management to address / elevate key programmatic issues and risks.
- Support project reviews and headquarters/dignitary tours, meetings, and reporting.
- Generate five-year Future Year Nuclear Security Program (FYNSP) submission, prioritizing NNSS’ scope, funding, and schedule request for respective program.
- Generate yearly AOB (annual operating baseline) (scope, funding, schedule) for planned programmatic activities.
- Analyze and track monthly program activities, costs, and variances using the Earned Value Management System (EVMS) principles.
- Support NA-IM milestones and deliverables to ensure adherence to plans/schedules.
- Identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications.
- Support assessments of the Cybersecurity Program to ensure compliance with applicable DOE Orders and/or contractual requirements.
- Track/trend Cybersecurity performance metrics and report lessons learned, issues, and strengths to supervision.
- Assist with strategic and operational planning for the Cybersecurity Division.
- Assists with coordination of Security System Plans and Authority to Operate (ATO) plans.
- Some travel required to support cybersecurity working groups and/or NA-IM meetings.
- Maintain Q clearance.
- Bachelor’s degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
- The primary work location will be at the Losee Road facility in North Las Vegas.
- Add Work Schedule (ex: Work schedule will be 4/10s Monday through Thursday. (subject to change)
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $124,238.40 - $198,785.60.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
