This position is a member of our Water Quality Division.

 

HERE’S WHAT YOU’LL BE DOING

  • Supervise the Oil and Gas Permits Team in the Industrial Wastewater Permitting Section.
  • Develop and supervise the Oil and Gas Permits team through the review of wastewater permit applications and technical draft permit packages to ensure the work complies with applicable TCEQ rules, policies, and procedures, and the Memorandum of Agreement (MOA) with the United States Environmental Protection Agency (EPA).
  • Complete personnel management functions, which include interviewing, hiring, developing, coordinating, appraising, and directing staff performance in accordance with agency policies and procedures. Evaluate staff’s work products for consistency with regulations and agency’s policies and procedures.
  • Communicate with TCEQ management, agency staff, regulated community, general public, and elected officials regarding the oil and gas wastewater permitting program; give presentations, provide technical input and represent the Wastewater Permitting Section in various public and TCEQ forums.
  • Lead or provide expertise during rulemaking projects and develop programs in support of the oil and gas permitting program, and supervise staff assigned to such projects. Evaluate the implications of new and proposed legislation as they impact section operations. Provide expertise during contested case hearings or legislative hearings, and coach and mentor technical staff in the development of technical, expert testimony. Conduct, lead, or participate in special projects, including development and implementation of new major program initiatives, monitoring schedules, priorities, and standards to facilitate achievement of established program goals and objectives.
 

Qualifications

 

KEY QUALIFICATIONS

  • Experience supervising a team or program, which includes setting goals, establishing schedules, tracking progress, and ensuring timely project completion.
  • Experience managing personnel and performance management, which includes hiring, staff development, coordinating and performance appraisal, adhering to agency policies and procedures.
  • Awarded Degree (bachelor's or higher) with a major in engineering, physical, biological, or environmental science.  
  • Experience communicating technical or regulatory information to diverse audiences in public settings.

 

EDUCATION & EXPERIENCE QUALIFICATIONS

Experience in the administration of a program relevant to assignment.

OR

Graduation from an accredited four-year college or university with major course work in a field relevant to assignment.

Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2).  Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

Work Schedule

Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.

Individual and work group schedule determined by the TCEQ Water Quality Division.
