Position Title: Speech & EL Communication Manager

Reports To: Director of Special Education 

Position Summary:

The Speech & EL Communication Manager serves as a lead bilingual specialist responsible for overseeing and delivering high-quality speech-language services while ensuring compliance and instructional alignment for both English Learner (EL) and Special Education (SPED) students. This role combines direct service, administrative oversight, and program coordination to support speech-only caseloads, evaluations, MTSS interventions, and IEP development—particularly for dually identified students. The manager also supports implementation and integration of assistive technology and ensures culturally and linguistically responsive communication supports across the district.

Key Responsibilities:

Speech-Language Services Oversight

· Provide and supervise speech-language services including screenings, evaluations (initial and reevaluations), speech-only IEPs, and annual reviews.

· Manage caseloads, documentation, and Medicaid billing for district speech-language pathologists (SLPs) and speech assistants.

· Conduct and coordinate speech-language screenings for early intervention, kindergarten readiness, and referrals from general education.

Case Management & Compliance

· Serve as case manager for speech-only students and initial referrals.

· Ensure compliance with timelines and legal requirements for all speech-related evaluations and services.

· Lead or support IEP meetings for students with speech-only services and for dually identified EL/SPED students.

Multilingual Support & EL Collaboration

· Support the development and implementation of language development plans and services for EL students with or without disabilities.

· Ensure collaboration and compliance in meetings for dually identified students, including appropriate use of interpreters and translated materials.

· Serve as a bilingual liaison between families and school teams.

MTSS & Early Interventions

· Design and support tiered interventions for speech-language concerns within the MTSS framework.

· Monitor student progress and adjust intervention strategies based on data.

Assistive Technology

· Assist with evaluation, implementation, and training related to augmentative and alternative communication (AAC) and assistive technology for students with speech and language impairments.

· Collaborate with occupational therapists, instructional technology specialists, and classroom staff to ensure appropriate device usage.

Administrative Leadership

· Supervise and mentor SLPs, SLAs, and related staff as appropriate.

· Develop schedules, assign caseloads, and manage service delivery models across the district.

· Coordinate professional development for communication-related practices and cultural-linguistic competence.

· Ensure data collection, analysis, and reporting are aligned with district and state requirements.
