MAJOR FUNCTION
This position is a professional and administrative role focused on managing complex, risk-based government health care contracts. It ensures the effective delivery of health care services, infrastructure development, and operations through public, private, and non-profit partnerships. The position supports Community Health Care by leading contract administration, performance tracking, data analysis, reporting, training, and compliance efforts while mitigating risk and enhancing contractual outcomes.
ILLUSTRATIVE DUTIES
Contract Administration and Compliance
• Manages the full contract lifecycle for Community Health Care, ensuring adherence to Federal, State, and County regulations.
• Monitors contract performance and compliance, identifying and resolving disputes or discrepancies.
• Coordinates with Procurement for specific contracts as appropriate.
• Ensures all contract deadlines, deliverables, and obligations are tracked and met through a contract management system.
• Reviews and interprets applicable laws, rules, and regulations related to contracting procedures.
• Leads contract negotiations to secure terms aligned with organizational goals.
Communication and Stakeholder Engagement
• Serves as a consultant to internal and external stakeholders regarding contract-related matters.
• Facilitates communication among divisions, vendors, legal counsel, and other parties throughout the contract lifecycle.
• Keeps management informed of contract status and relevant activities.
• Prepares and presents detailed reports on contract performance and compliance.
Program and Process Development
• Develops and maintains standard operating procedures for contract administration.
• Provides comprehensive training and guidance to staff and management on scopes of work, best practices, and specifications.
• Recommends updates to contract templates and internal controls based on industry best practices.
Project Management and Analysis
• Conducts qualitative and quantitative evaluations to identify trends, risks, and opportunities for improvement.
• Performs complex pricing analyses and project planning to support health care initiatives.
• Conducts industry research and recommends procedural updates as needed.

MINIMUM QUALIFICATIONS
Graduate of an accredited four (4) year college or university with major course work in Public Administration, Business Administration, Finance, Project Management, or a related field, and a minimum of seven (7) years of professional experience in procurement, contract management, project management, or a related field.
OR
A master’s degree in Public Administration, Business Administration, Finance, Project Management, or a related field, and a minimum of five (5) years of professional experience in procurement, contract management, project management, or a related field.
AND
Must have a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment.
An equivalent combination of education, training, or experience that is directly related to the duties of this position may be substituted for the stated minimum qualifications, except for required licenses or certifications.
PREFERRED QUALIFICATIONS
• Certification from the National Contract Management Association (NCMA).
SPECIAL REQUIREMENTS
Must undergo a Level 2 (FDLE) background screening submitted electronically before commencing work. Certification must be maintained as a condition of employment.
Must be willing to work beyond normal hours when necessary. In the event of an impending or declared disaster (e.g., hurricanes, tornadoes, flooding), this position is expected to be available to participate in the Polk County Emergency Management Plan. This may require being away from home and family for several consecutive days. All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
