Are you interested in an exciting opportunity to lead a team of professionals who manage the design and construction of capital projects in a highly urbanized county with a focus on Transit projects. The projects have an impact in a community with 3,700 employees and 238,000 residents across a 26 square-mile urban community?
The Facilities Design and Construction Bureau within the Department of Environment Services (DES) is seeking an innovative Program Manager to lead a team of 3-4 professionals who oversee the design and construction of vertical capital projects. The projects range from new community centers and fire stations to upgrades and repairs of existing County support facilities and parking structures in a highly urbanized environment. The projects range in costs from $1M to $150+Million.
Specific duties include:
Oversees all aspects of facility project design and construction, ensuring feasibility, constructability, and adherence to codes, standards and grant requirements;
- Proactively identifies design and construction issues, provides technical guidance to staff, interprets plans and codes, and advises on resolution of complex project challenges;
Reviews project contracts and specifications, negotiates with consultants and contractors, and resolves conflicts to maintain quality and budget compliance;
Analyzes project schedules, identifies potential impacts on costs, recommends adjustments of scope or funding, and ensures timely completion;
Monitors construction quality, ensures compliance with design specifications, codes (local, state, federal, LEED);
Recommends process changes to improve productivity, reduce costs, and facilitate on time and on budget project delivery;
Communicates and coordinates with stakeholders (architects, contractors, internal/external agencies), resolves issues, and facilitates project success;
Manages a team of 3-4 professionals including establishing staffing needs, assigning projects, establishing priorities, evaluating performance, and providing mentorship and training to team members;
Develops and implements guidelines and standards for project scheduling, change order management, cost reporting, and overall project efficiency; and
Provides technical advice, progress updates, and budget and workload information to senior management.
The successful candidate will be a collaborative problem solver with a demonstrated understanding of the complexities and challenges of capital projects in a highly urbanized environment; possess technical skills necessary to lead capital projects.
Minimum:
- Bachelor’s degree in engineering, architecture or other related field from an accredited college or university;
- Significant and progressively responsible experience in civil engineering / mechanical engineering/ architecture, including design and construction of vertical capital projects, along with project and contract management.
Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis. Additional education may be substituted for some of the experience requirement.
Desirable: Preference may be given to candidates with a Master’s degree in a related field and experience in one or more of the following:
Hands-on design of capital projects;
Working on public capital projects;
Managing consultants, contractors and professional staff to deliver vertical capital projects; and/or
Alternate project delivery methods such as Design Build, Construction Manager at Risk (CMAR), and Public/Private Partnerships.
Possession of one or more of the following Licenses/Certifications preferred:
Registration as a Professional Engineer (PE) in Virginia or another state with reciprocity;
Licensed as an Architect in Virginia or another state with reciprocity;

ADDITIONAL INFORMATION
Work Hours: Flexible work schedule Monday through Friday between 7:00 am to 6:00 pm with telework opportunities. Employee must be able to travel and attend occasional local, state, and national events, some which may be outside regular working hours.
