SUMMARY / OBJECTIVE
The Regional Maintenance Specialist works within a team and independently to provide senior-level technical support to properties concerning operational, physical condition, and compliance issues, with a specific focus on maintenance operations. This position is responsible for the completion of all site-level maintenance activities by supporting property staff, evaluating maintenance operations, and collaborating with other departments to maintain consistency with company standards. The Regional Maintenance Specialist develops and implements corrective action plans, tracks progress and upholds the companies’ standards for Operational Excellence. This includes providing on-site training, guidance, and oversight to maintenance teams across an assigned portfolio.
Requirements
ESSENTIAL FUNCTIONS
- Provide senior-level technical support to properties for maintenance operations, physical readiness for lease-ups, and compliance-related maintenance issues.
- Collaborate with leadership and property staff to resolve operational or compliance issues related to maintenance.
- Conduct periodic physical site inspections and/or file reviews with a focus on maintenance standards and conditions and recommend improvements.
- Verify that all Physical Product Practices (P3) of Operational Excellence are followed, monitored, and completed across assigned properties.
- Oversee and support preventative maintenance schedules at assigned properties.
- Maintain environmentally responsible maintenance practices as directed by ownership.
- Confirm that on-call and emergency maintenance protocols are being carried out at all assigned properties.
- Provide hands-on training to maintenance staff as needed and recommend changes to improve operational effectiveness.
- Collaborate with Property Managers to monitor maintenance budgets and adhere to procurement standards.
- Review maintenance-related line items in annual operating and capital budgets and track performance.
- Monitor the quality and cost-effectiveness of maintenance contracts and vendor services.
- Promote proper use of property management and maintenance software for work orders and reporting.
- Maintain knowledge of regulatory compliance for affordable housing programs, including HUD, LIHTC, Section 8, Rural Housing, and Bond-financed properties.
- Support timely unit turnover to meet or exceed company timelines for occupancy readiness.
- Monitor and enforce safety guidelines for all maintenance activities.

- Provides oversight and support for site-level maintenance staff across multiple properties.
WORK ENVIRONMENT
- Combination of office, building, and outdoor environments, with periodic exposure to construction or renovation sites.
TRAVEL REQUIRED
- Regular travel between properties in assigned portfolio; occasional out-of-state travel as needed.
EDUCATION AND EXPERIENCE
- Education: High School diploma or equivalent and technical training/experience in a building trade required. Technical certifications in a related field and/or professional certification in property or affordable housing management preferred.
- Experience: This role requires at least three years’ experience in housing or property management with a focus on maintenance operations, two years in skilled maintenance, and expertise in one or more building trades. Preferred qualifications include supervisory experience in multi-family housing maintenance, knowledge of relevant housing laws, and familiarity with affordable housing programs such as HUD, LIHTC, Rural Housing, and Tax-Exempt Bond properties.

Physical: Frequently required to push/pull objects weighing more than 100 lbs. and lift/carry objects weighing more than 50 lbs. but less than 100 lbs. Frequently required to perform simple manipulative tasks such as using hand tools and operating maintenance machinery. Must be able to walk, stand, squat, drive, and remain in uncomfortable positions for periods of time necessary to accomplish maintenance repairs.
Sensory: Frequently required to read fine print on plans, regulatory documents, maintenance coding, and instructions. Must be able to distinguish normal sounds with some background noise to answer pages, phones, etc. Must be able to speak clearly and hear and understand others using the English language.
Cognitive: Frequently required to concentrate on moderate detail with moderate interruption. Must be able to attend to a task/function for more than 60 minutes at a time. Must be able to understand and relate to specific ideas several at a time and remember multiple tasks/assignments given to self and others over a period of several days.
Environmental Conditions: Frequent exposure to seasonal conditions in outside weather. Occasional exposure to grease, oil, chemicals, toxins or poisonous materials, dust, loud noises, high humidity, and electrical or mechanical hazards.
Equipment: Frequently required to operate power tools, hand tools, lawnmower, and other garden tools, snowblower, cleaning equipment, circuit tester, paint sprayer; etc. This list is not exhaustive.
