Job Duties
Engages in constructive dialogue with supervisors.
Relates instructions and feedback of supervisors to personal knowledge, skills, and abilities.
Acknowledges and follows through on coaching and/or instruction related to performance correction, enhancement, and/or development.
Communicates expectations of staff clearly and relates them to the goals and objectives of the department or unit.
Ensures staff receives frequent, constructive feedback, including interim evaluations as appropriate.
Ensures staff has the necessary knowledge, skills, and abilities to accomplish goals.
Ensures that the requirements of the performance planning and evaluation system are met and evaluations are completed by established deadlines with proper documentation.
Addresses and documents performance issues as they occur.
Manages the University’s Fixed Asset Program in accordance with Commonwealth of Virginia, Department of Accounts (DOA), and Generally Accepted Accounting Principles (GAAP).
Ensures assets are properly tagged, recorded, depreciated, and tracked in the fixed asset system.
Performs annual physical inventory and reconciles discrepancies.
Prepares required reports for internal use, auditors, and state agencies (e.g., DOA, APA).
Ensures proper classification and valuation of capital assets.
Manages the University’s Surplus Property Program in compliance with Department of General Services (DGS) policies.
Coordinates pickups, transfers, disposals, and recycling of surplus assets, including public and interagency sales and donations.
Oversees staff responsible for surplus retrieval and ensures timely removal from departments within 10 working days.
Updates asset location in Banner within 5 working days and ensures all surplus items are removed from campus within one year of receipt.
Maintains accurate records for audit and compliance purposes.
Ensures inventory is completed in accordance with the CAAP Manual while maintaining data integrity in Banner and WASP.
Runs required weekly, monthly and annual reports and supports annual audits by providing accurate asset documentation.
Develops and enforces internal controls and regularly updates policies to ensure compliance with federal and state regulations.
Maintains asset data in the University’s ERP or fixed asset management system (e.g., Fixed Asset Banner, and WASP).
Collaborates with IT and Procurement to ensure system integration for asset acquisition and tracking.
Reviews and verifies asset data input by other departments.
Provides training to departmental staff on asset tagging, transfers, surplus procedures, and recordkeeping.
Serves as the primary point of contact for fixed asset-related inquiries.
Supports departments in understanding asset requirements and surplus property options.
Minimum Qualifications
Knowledge, Skills, and Abilities and/or Competencies required to successfully perform the work:
Experienced in managing fixed assets and surplus property programs with strong knowledge of state and federal reporting requirements and accounting standards.
Skilled in asset management systems, including Banner Fixed Asset and WASP, as well as Microsoft Office.
Demonstrates strong analytical, organizational, and communication skills, with the ability to provide consultation services, prioritize multiple tasks, and work effectively with diverse staff.
Able to perform light physical tasks, such as lift up to 25 lbs. and conduct physical asset inspections
Additional Considerations
Bachelor’s degree in accounting, Business, Finance, or a related field, with experience in higher education or state agency settings.
Knowledgeable of the Commonwealth of Virginia’s fixed asset policies and familiar with the Cardinal financial system
