ABOUT THE ROLE


Windsor is seeking a motivated civil engineer who's passionate about delivering quality infrastructure projects from design through construction completion. As a Civil Engineer specializing in Infrastructure & Construction Administration, you'll support project delivery across municipal utilities, transportation, and site development while gaining experience with multidisciplinary teams. Your developing expertise in civil design, construction oversight, and project coordination, combined with your commitment to quality and safety, will contribute to reliable infrastructure systems, support strong partnerships with clients and contractors, and help advance your career toward engineering excellence..


WHAT YOU'LL DO

  • Support civil engineering design for infrastructure projects including site development, utilities, stormwater management, and transportation improvements
  • Assist with construction administration duties including plan review, submittal processing, RFI responses, and change order evaluation
  • Conduct construction observation and inspection to ensure compliance with project specifications and engineering standards
  • Prepare technical documentation including inspection reports, construction correspondence, and project close-out materials
  • Work with senior engineers and project managers to deliver project components on schedule and within budget while ensuring quality standards
  • Coordinate with utility clients, contractors, and regulatory agencies to support project delivery and maintain positive working relationships
  • Support business development efforts by assisting with proposal preparation, project scoping, and client presentations
  • Participate in project planning and scheduling activities, helping to identify critical path items and potential risks
  • Mentor entry-level engineers and technicians in civil engineering principles, construction practices, and quality control procedures
  • Support quality control processes and follow Windsor's Quality Management Plan (QMP) with attention to construction compliance and safety standards
  • Develop and apply knowledge of civil engineering principles, construction methods, regulatory codes, and design software to support project delivery
  • Coordinate with other disciplines including structural, mechanical, electrical, and environmental teams on multidisciplinary projects
  • Complete field visits, utility coordination meetings, and construction progress meetings as assigned.



QUALIFICATIONS

  • Bachelor's degree in civil engineering or related engineering discipline from an accredited institution
  • Professional Engineer (PE) licensure in MN and/or WA, or Engineer in Training (EIT) certification
  • 4-7 years' experience in civil engineering with demonstrated experience in design and construction administration
  • Experience with civil engineering design including site development, utilities, stormwater systems, or transportation projects
  • Experience with construction administration activities such as construction observation, submittal review, and contractor coordination
  • Strong written and verbal communications skills with ability to interface with clients, contractors, and regulatory agencies
  • Knowledge of AutoCAD and/or Civil 3D for design and plan preparation
  • Understanding of construction methods, materials, and sequencing for civil infrastructure projects
  • Experience with project coordination and documentation including reports, correspondence, and record-keeping
  • Strong understanding of civil engineering standards, construction specifications, and regulatory requirements (EPA, DOT, local codes)

Preferred:

  • Experience with municipal utility projects including water, wastewater, or stormwater infrastructure
  • Knowledge of hydraulic analysis and stormwater modeling software (HydroCAD, StormCAD, or similar)
  • Experience with permitting and regulatory compliance for civil infrastructure projects
  • Construction management or field engineering experience
  • Familiarity with project management software and scheduling tools
  • Experience with public works projects and municipal client relationships
  • Knowledge of sustainable design practices and green infrastructure principles

TECHNICAL COMPETENCIES

  • Civil Design: Site development, utility design, grading and drainage, roadway design, stormwater management
  • Construction Administration: Plan review, submittal processing, RFI responses, change order evaluation, progress monitoring
  • Software Proficiency: AutoCAD/Civil 3D, Microsoft Office Suite, project management software
  • Field Work: Construction observation, inspection procedures, survey coordination, materials testing coordination
  • Documentation: Technical writing, inspection reports, construction correspondence, as-built preparation
  • Regulatory Knowledge: Local building codes, DOT standards, EPA regulations, municipal design standards
