Position Details
The Retirement Benefit Analyst (RBA) position at the Oklahoma Public Employees Retirement System (OPERS) is a foundational role that prepares employees for advancement to the Retirement Benefit Analyst Specialist level. The starting salary for an RBA is $55,000 per year. During the first 8 to 10 months of the trial period, the RBA will learn and demonstrate proficiency in the core duties of the role. Once those skills are mastered, the RBA will be promoted to the Specialist level, which pays $62,000 per year, and will receive training in the advanced functions associated with that role. RBAs are expected to be ready for promotion to the Specialist level within a maximum of 11 months from their hire date to remain employed in the position.
Job Summary
Retirement Benefit Analysts are responsible for performing a full range of duties with respect to calculating benefit estimates, new retiree benefits, and vested benefits. This position will calculate benefit amounts and changes to benefits for new retiree benefits, active death benefits, vested benefits, and purchase of service credit. Each process must be completed accurately maintaining strict deadlines. The Retirement Benefit Analyst will determine eligibility for retirement, process applications and forms, calculate refunds and purchases, resolve discrepancies, balance monthly totals, and ensure that member files contain the appropriate documentation to complete each process; requesting additional documentation as required.
Essential Functions
Calculates service credit, benefit amounts, benefit estimates, and eligibility for retirement.
Processes applications and forms regarding retirement benefits. Processes new retirements, vesting, and de-vesting for members.
Coordinates with members and employers to ensure that appropriate documentation has been received. Verifies salary data updating member records to reflect confirmed changes.
Determines eligibility and calculates the cost for delinquent or unused sick leave service credit. Coordinates with the employer to collect any amounts owed.
Determines eligibility and calculates repayment of withdrawn contributions and service purchases related to temporary total disability effectively communicating this information to the employer and member.
Processes workflows related to the death of active members, retired members, and joint annuitants.
Processes refunds of ineligible contributions.
Calculates withdrawals, verifies service credit, and prepares vested benefit offers for eligible members. Schedules withdrawal payment dates. Determines eligibility for rollover contributions and coordinates with members and financial institutions.
Responds to telephone and email inquiries providing counsel to members both in person and through email regarding benefits and credits inquiries and calculations.
Other duties as assigned.
Knowledge, Skills, & Abilities
Knowledge, Skills and Abilities required at this level include knowledge of current computer software, office systems and equipment; of basic arithmetic; of clerical accounting methods, procedures and terminology; and of state laws, guidelines, rules and regulations relating to retirement system procedures and methods. Ability is required to communicate effectively; to determine when specific laws should be applied to certain types of benefits, withdrawals and rollovers, and disbursements; to analyze appropriate records and determine authorized benefits; and to counsel members regarding various benefits and credits.
Education & Experience
Three years of technical bookkeeping, accounting, auditing, claims adjusting, eligibility determination, or reviewing and analyzing requests for determination of retirement benefits or other related benefits; or an equivalent combination of education and experience, substituting thirty semester hours of college coursework for each year of the required experience.
Physical Requirements
The physical aspects of this position include long periods sitting at a desk, working with computer screens, using a keyboard, operating a 10-key calculator, scanner/copier, communicating verbally in person and by telephone, in writing, and through electronic systems. May be required to lift up to 15 pounds.
