ECS is seeking a Scientific Program Manager with expertise providing project management and coordination support to support NHLBI and work remotely. Please Note: This position is contingent upon contract award.

 

ECS is searching for a highly experienced Scientific Program Manager with demonstrated ability in employing an advanced level of portfolio, program, and project management leadership to join our dynamic team. In this role, you will collaborate with NHLBI to provide project management support across all levels, from broad portfolio management to individual action tracking and meeting support. More detailed requirements below.

 

Duties include but are not limited to:

  • Coordinate daily activities and deliverables of the assigned program(s) and manage relationships with scientific program leads and key program stakeholders.
  • Develop project charters, plans, and schedules.
  • Support senior-level working groups and meetings, including agenda setting, meeting minute capture, action item tracking, coordination, logistics, and materials preparation.
  • Monitor program schedules and budgets, as well as other activities related to the program.
  • Develop monthly status reports with metrics and analysis to support forward-looking decision-making based on data; coordinate with other entities to ensure status reporting requirements are met.
  • Monitor and evaluate program activities to determine effectiveness and make recommendations for changes and/or improvements when necessary.
  • Create and maintain project artifacts.
  • Develop implementation plans, project schedules and timelines, and milestone tracking materials to assist in the effective and timely execution of priority activities and tasks, while ensuring proper accountability and ownership.
  • Monitor, track, and report on federal funds pertaining to the programs and projects.
  • Identify potential project risks, develop mitigation strategies, and monitor risks to implement changes as necessary to keep projects on track.
  • Coordinate information and communication between stakeholders.
  • Synthesize program data, summarize key findings, and develop materials to provide valuable insights on the progress of the program.
  • Implement and enforce project management best practices and methodologies.
  • Support agenda development and capture and distribute informal and formal meeting minutes, with action items and decisions. Discussion in meetings often include complex scientific concepts and terminology.
  • Record and track action items through completion.
  • Identify, track, and record risks, as well as mitigation measures and ensure proper elevation to key stakeholders and decision makers.
  • Facilitate and coordinate program meetings.
  • Assist with development and management of program charters, plans, and timelines.
  • Assist with development of program materials and content for program briefings and meetings.
  • Develop dissemination strategies and action plans for key work products related to the program or project.
  • Facilitate program management and knowledge management by managing a shared document repository.
  • Assist with government financial tracking and reporting.
  • Provide support to integrate cross-functional work across NHLBI and NIH Work Groups.

Salary Range: $80,000 - $180,000

Qualifications
  • Bachelor’s degree in an applicable field (e.g., science-related or public health-related field), a master’s degree or doctorate degree is preferred.
  • Active Project Management Professional (PMP) certification.
  • Minimum of 15 years of demonstrable experience in managing and executing projects of a scientific nature, ensuring they met all scope, schedule, resource, and quality expectations through the entire project lifecycle.
  • Minimum of 8 years of demonstrable experience in developing project management processes, tools, and templates to strengthen an organization’s project management approach.
  • Minimum of 5 years of demonstrable experience in serving as a team lead / project lead for a project management team.
  • Must have excellent verbal and written communication skills with the ability to tailor communications to relevant scientific and administrative audiences.
  • Must exhibit strong organizational skills and the ability to prioritize multiple tasks and projects.
  • Must have strong PowerPoint and presentation skills.
  • Strong oral and written communication skills are required.
  • Professional curiosity, problem-solving skills, adaptability, and the ability to think critically are crucial attributes of the ideal candidate.
  • Must be a team player and possess the ability to work collaboratively.
