Our Talent Acquisition team is looking for a strategic Senior Business Analyst, Talent Process Innovation who’s ready to lead the way in optimizing Talent Acquisition systems and processes that power hiring across our organization. In this role, you’ll be at the center of systems and strategy—managing talent technology, leading process innovation, and driving collaboration across multiple HR teams.

You’ll oversee system upgrades and new feature implementations, troubleshoot complex technical issues, and design quality controls to ensure data integrity. Acting as a key project lead, you’ll evaluate change requests from COEs and end users, assess feasibility and impact, and gather requirements to deliver thoughtful, scalable solutions. In this role you will make an impact at the intersection of Talent, Technology, and Data.

What will I be doing?

  • Lead system improvements by developing project standards, test plans, and upgrade strategies that ensure system functionality, usability, and data integrity.
  • Serve as a functional and technical expert for our Talent Acquisition platforms, offering ongoing support and recommending process improvements that align with evolving business needs.
  • Troubleshoot complex issues, analyze system requirements, and coordinate solutions with IT and external vendors.
  • Design quality controls and data integrity protocols to ensure reliable workflows and reporting within Oracle HR and other platforms.
  • Turn data into action by using tools like Power BI and Excel to identify hiring trends, bottlenecks, and opportunities—then translating those insights into clear, impactful recommendations for TA leadership.
  • Create executive-ready dashboards and reports to highlight KPIs, diversity goals, and recruitment channel effectiveness.
  • Partner across the business—collaborating with HR, TA, IT, and operational leaders to identify pain points and implement smart, scalable solutions.
  • Drive continuous improvement by optimizing applicant tracking systems and related technologies in partnership with internal stakeholders and external vendors.
  • Support major strategic projects such as workforce planning, TA transformation initiatives, and change management efforts.
  • Build data fluency across teams by developing and delivering training on data management, analytics, and evidence-based decision-making.
  • Champion best practices through collaboration with other agencies and transit authorities, sharing knowledge and resolving technical issues.
  • Provide reporting leadership that supports operational efficiency, financial stewardship, and strategic decision-making.

What Skills and Qualifications Do I Need?

  • Diploma in Business, Human Resources, Data Analytics, or related field, or equivalent experience; Oracle application training is a plus.
  • Demonstrated progressive experience in Talent Acquisition, HR analytics, or Business/Systems Analyst roles, with strong experience using ATS (Oracle Recruitment Cloud preferred) and analytics tools like Power BI.
  • Proven ability to present data insights to senior stakeholders and influence business decisions.
  • Strong project management, multitasking, collaboration, and stakeholder management skills. 
  • Demonstrated experience in Talent Acquisition with Oracle ERP and reporting tools experience.
  • Advanced technical certifications are an asset.
  • Knowledge of HR legislation and collective agreements, with broad HR function understanding including recruitment, benefits, compensation, performance management, training, and labour relations.
  • Proficient in MS Office and skilled in problem-solving, analysis, decision-making, and communication to guide HRMS usage and policy.
