Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Talent Acquisition team is looking for a dynamic and strategic leader to shape and elevate our talent brand. As the Manager, Talent Brand and Process Innovation, you’ll be the driving force behind a compelling employer brand that reflects our values and culture across recruitment marketing, digital platforms, content strategy, and brand campaigns - developed in close collaboration with our Marketing and Communications teams.

In this pivotal role, you’ll also lead the development and execution of a forward-thinking technology roadmap to transform Talent Acquisition (TA) services. From end-to-end process optimization to systems management and data-driven innovation, you’ll champion smarter, faster, and more engaging hiring experiences.

What will I be doing?

  • Champion Metrolinx’s talent brand strategy, shaping brand architecture, defining our employer value proposition, and leading impactful campaigns that attract and retain top talent.
  • Develop and execute multi-channel recruitment marketing and content strategies across platforms like LinkedIn, Indeed, and Glassdoor, in collaboration with Marketing, Communications, and DEI teams.
  • Elevate storytelling, employee spotlights, and thought leadership initiatives to strengthen employer brand visibility and reputation.
  • Leverage data, candidate feedback, and market intelligence to refine brand initiatives and anticipate future talent needs, especially in high-demand skill areas.
  • Lead the strategy for social media and our career site, ensuring a seamless, engaging, and inclusive candidate experience that builds brand awareness.
  • Design and implement a forward-looking technology roadmap to enhance TA systems, tools, and processes for scalability and innovation.
  • Drive system integrations, workflow automation, and advanced analytics to support data-informed recruitment decisions and improve operational efficiency.
  • Apply Lean methodologies to assess, prioritize, and implement process improvements that promote efficiency, standardization, and a positive candidate journey.
  • Lead cross-functional improvement initiatives, managing project execution and reporting on outcomes, timelines, and performance metrics.
  • Lead and develop a high-performing team, fostering collaboration, accountability, and continuous learning.
  • Identify and implement innovative recruitment marketing tactics to reach diverse and underrepresented talent pools.

What Skills and Qualifications Do I Need?

  • Bachelor’s degree in Human Resources, Industrial Relations, or related field, with expertise in talent branding and technology system enhancement (or equivalent experience).
  • Proven years in talent acquisition, brand strategy, or diversity and inclusion.
  • Knowledge of talent acquisition standards, best practices, and trends aligned with organizational needs and culture.
  • Project management expertise in cross-unit initiatives, including succession planning, data-driven sourcing, and talent acquisition technology.
  • Skilled in leading high-performing teams in fast-paced environments.
  • Excellent communication and presentation skills.
  • Proficient in LinkedIn, Glassdoor, ATS, and MS Office.
