The Fifth Judicial District is accepting applications for a Court Operations Supervisor for Blue Earth County.
Blue Earth County is part of the Eastern Assignment District consisting of Blue Earth and Watonwan Counties. The primary work location for this position will be the Blue Earth County Justice Center located at 401 Carver Road, Mankato, MN. The Eastern Assignment District has six chambered Judges. 22 FTE court administration staff (19.0 FTE in Blue Earth County and 3.0 FTE in Watonwan County), six court reporters and six law clerks between the two counties.
This supervisory position is primarily responsible for direct supervision of staff and administrative functions of daily operations within the civil, family, probate, and jury divisions. Duties require the use of independent judgment, and the development and interpretation of policies and procedures based on knowledge, education, training and job experience. Guidance, direction and general supervision are provided by the Court Administrator. Duties may include or require the ability to perform lower-level court clerical duties.

• Provides leadership and oversight in the processing of civil, family, and probate case filings. Including assigning work coordinating daily operations, and managing hiring, training, and performance.
• Develops, recommends and implements new policies and procedures to comply with current statutes and regulations to operate more efficiently.
• Provides orientation to staff members regarding new rules and legislation pertinent to the divisions and updates appropriate manuals for current use.
• Interprets statutes, rules and orders and provides recommendations on procedural questions to attorneys, subordinates and the public.
• Prepares or supervises the preparation of and timely dispatch of statistical reports, state and county financial reports as may be required. Reviews Minnesota Court Information System (MNCIS) case exception or related operational reports and implements corrective actions.
• Maintains employee personnel records and payroll; responsible for purchasing activities, inventory, equipment maintenance, and the management and disposition of court records.
• Performs a wide variety of complex court clerical and supervisory clerical assignments; reviews and processes legal documents, assures completeness and accuracy of court records; schedules cases, may be responsible for a specialized case processing activity such as preparing appeals; answers procedural questions for staff; works with supervisor and subordinate staff to develop and implement new procedures and responds to changes in the law.
• May advise and participate in management team decisions for the assignment areas and at times provide direction or temporary supervision in other assignment areas as determined by the Court Administrator.
Typical Qualifications
Any combination of education, training, and work experience which indicates possession of the knowledge, skills, and abilities listed below will be considered. An example of an acceptable qualification is:
Minimum Qualifications and Experience
• 3-5 years of experience as a court Operations Associate, Leadworker or similar position or the combination of equivalent education and experience.
• Graduation from an approved high school or equivalent.
• Experience providing effective customer service.
Preferred Qualifications
• Associate or bachelor’s degree in public or business administration or related field.
• Supervisory experience or responsible for special projects or assignments requiring independent work, analyzing data, exercise self-discipline, time management and independent judgment.
• Knowledge of case flow management and best practices for all case types.
• MNCIS knowledge of case processing and in-court updating.
Knowledge, Skills and Abilities
• Thorough knowledge of court procedures and policies, legal documents, laws and legal factors pertaining to the court or area of assignment.
• Thorough knowledge of the organization, operations, functions, and scope of authority of the court or activity to which assigned.
• Considerable knowledge of effective supervisory and management techniques.
• Considerable knowledge in setting up and running remote hearings using remote technology such as zoom and other platforms of technology.
• Considerable knowledge of the automated court information system.
• Ability to understand and follow oral and written instructions.
• Ability to make work decisions in accordance with law, regulations and departmental policies and procedures.
• Ability to maintain a variety of complex records and prepare reports from such records.
• Ability to plan, assign, and supervise the work of subordinate employees engaged in a variety of court activities.
• Ability to express ideas concisely and clearly, both orally and in writing.
• Ability to establish and maintain effective working relationships with others.
