Serve as Senior Transportation Planning Supervisor to administer needs assessment, multi-modal transportation planning studies, project prioritization processes, land use reviews, review and development of traffic forecast for specific years in coordination with VDOT cross functional teams and internal and external stake holders. Conduct complex technical analyses to support the programs. Support the regional planning function in development of the Long-Range Transportation Plan and the multimodal planning function in the development of bike/pedestrian needs assessment and reviews. Supervise, lead and develop staff. Serve as a senior analyst, and coordinate with a variety of entities on complex transportation planning activities and programs. Conduct complex technical analyses to support the program. Supervise, lead and develop staff.
How you will contribute:
Planning Studies: Represent VDOT at technical or public meetings or committees and serve as liaison with Central Office functions, external stakeholders, and local public transit funding agencies. Facilitate coordination and communication among district staff and transit agencies and coordinate with local jurisdictions and Central Office on technical and policy levels regarding funding programs, regional and statewide planning programs, needs assessments and planning studies.
Program Management: Serve as district lead for managing the needs assessment and multimodal planning studies with local jurisdictions and transportation agencies on various transportation projects and improvements. Develop, conduct, manage and participate in planning studies to include corridor studies, access management studies, crossover studies, interchange studies, land development reviews etc. Develop, conduct, manage and participate in the project prioritization processes. Oversee operations for assigned transportation planning program areas. Ensure programs are operating consistently and effectively across the district, and in alignment with performance targets including review and coordination of locality comprehensive plans. Support the regional planning efforts, review and process scope of work, fee proposals and invoices. Support the regional planning function in the development of regional long range transportation plans. Support the Metropolitan Planning Organization regional planning function in the development of regional long range transportation plans, transportation improvement programs, and unified planning work programs.
Support Bicycle, Pedestrian or Similar Planning Programs: Assist transportation planning sections of transit agencies, local providers and jurisdictional staff with intermodal connectivity issues for bicyclists and pedestrians in the development of the planning studies and improvements. Manage database programs and promotional or safety outreach efforts. Support District PIM section and Project Development by coordinate planning efforts with land development, programming and project development activities. Provide recommendations based on highway needs assessments, long range plans and regional studies to be considered for inclusion in the programming process. Provide supporting project documentation such as history of need, traffic forecast, transportation impact, regional social and economic data, land use and local transportation planning efforts.

Knowledge of state and federal regulations governing the transportation planning process, highway programs, policies and procedures.
Knowledge of transportation planning to include federal, state and local planning and land use regulations, procedures and policies.
Skill and ability to interact and communicate effectively orally and in writing with diverse groups, including technical and non-technical staff, citizens and government officials.

Skill in the use of computers and software applications.

Additional Considerations:
A combination of training, experience, or education in Transportation Planning, Urban Planning or related field desired.
Experience in transportation planning and supervision.
Experience with interagency cooperation, coordination and program or project management.
