Responsibilities:

  • Ensures all compliance with rules, regulations and guidelines from childcare licensing, Head Start Performance Standards and other state or federal agencies.
  • Provide leadership, direction, and oversight in the areas of planning, development, and implementation of procedures for health, including child medical, dental, and child nutrition, and disability services.
  • Reviews and analyzes reports, records and directives related to child health and disabilities and the operation and delivery of high-quality services.
  • Maintains an accurate and up-to-date record keeping system as deemed necessary for meeting program objectives.
  • Develop and implement a qualitative and quantitative process for collecting, tracking, and analyzing outcomes.
  • Ensures completion of all required reports within established deadlines.
  • Ensure complete and accurate annual Program Information Report (PIR).
  • Provides oversight and monitoring or all health, nutrition, and disabilities requirements.
  • Provides annual updates and revisions of health, nutritional, disabilities plans and procedures in conjunction with the Health Services Advisory Committee, Policy Council and parents.
  • Monitors and provides guidance for the maintenance of individual health records of all children.
  • Provides supervision and leadership to health and nutrition staff, including consultants
  • Contributes to the design, development, and implementation of EHS staff training and professional development.
  • Supervises the hiring of health and nutrition personnel including, but not limited to notification of vacant positions; screening applicants; arranging and participating in preliminary and preparation of paperwork for hiring, as indicated.
  • Directly supervises and evaluates health and nutrition staff including the clear establishment of annual performance goals, performance corrective action, if indicated, regular staff meetings, and development of job descriptions.
  • Ensures individual team member’s work schedules and leave requests will allow for proper coverage and are in accordance with the AWARE procedures.
  • Identifies, develops and assists with facilitating training and professional development pertinent to the needs of health and nutrition staff.
  • Provides leadership and guidance to assure children in need of Part C services are screened, referred, evaluated and able to access services in a timely manner in compliance with State and Federal law.
  • Provides leadership and guidance to ensures IFSP goals are in place for identified children and shared with classroom staff and progress of IFSP goals monitored
  • Ensures an inclusive early childhood environment.
  • Develops, administers, and monitors policies, procedures, and tracking systems in partnership with the Early Head Start Education Manager for all aspects related to inclusion services.
  • Monitors, evaluates, and interprets child records to determine appropriate health, nutrition, and disability services are in place as indicated.
  • Monitor and ensure appropriate training on the administration of medication, as indicated, in accordance with HSPS, child care licensing requirements and AWARE procedures.
  • Provides leadership to ensure children’s medical needs are addressed with individual health plans in place, as indicated.
  • Monitors children needing special diets and ensures that the AWARE EHS menu meets the special dietary needs.
  • Monitors food services facilities and serving areas to ensure compliance with health and sanitation conditions.
  • Provides leadership and oversight of all aspects of food services.
  • Provides leadership and guidance to ensure AWARE EHS nutrition philosophy, Office of Head Start and CACFP rules and regulations are in complied with.
  • Provides leadership and guidance to ensure health, nutrition and disability education opportunities are in place for parents and staff.
  • Monitors service area budgets, including allocation of funds for medical, nutritional, disability and dental treatment services, supplies and equipment.
  • Provides leadership to ensures purchasing and distribution of medical supplies needed to maintain first aid kits/fanny packs.
  • Coordinate with Operations Manager to ensure volunteers documentation is complete for all health requirements.
  • Coordinates, facilitates, and implements the Health Service Advisory Committee (HSAC).
  • Provides oversight of contracted nutritionist, ensuring compliance with all aspects of the contract.
  • Conducts outreach to area pediatric offices, hospitals, and community health programs to maintain strong relationships.
  • Develops and supports collaborative relationships with community partners to improve access to health and dental care for Early Head Start families.
  • Participates in leadership role in in program self-assessment and continuous quality improvement.
  • Participates in mandatory AWARE training, in-services, staff meetings, and program committees as assigned.
  • Maintain confidential records, following AWARE HIPAA and Confidentiality Policies.
  • Reports suspected child abuse and neglect situations.
  • Perform other duties as assigned and reasonably within the scope of the duties listed above.

Requirements


Talents, skills, and abilities:

  • Knowledge and demonstrated understanding of infant and early childhood development, including the differences in health, nutrition and disabilities services and concepts across varying cultures, and the impact on other early childhood learning domains. Knowledge of IDEA, Part C and Part B services and requirements. Knowledge and understanding of EPSDT requirements. Knowledge of Early Head Start is desirable.
  • Skills are required to maintain strong, collaborative relationships with EHS staff and families. Specific skills required to satisfactorily perform the functions of the job include ability to partner as a member of a diverse team, lead and facilitate training and/or parent and staff education groups, conduct, communicate effectively, both verbally and written, with diverse groups, use data results to guide work with families.
  • Ability to articulate training practices to staff members and family members, read, interpret, apply, and explain data, regulations, written service area plans, and policies and procedures, analyze situations accurately and adopt effective course of action; model appropriate instruction and techniques to educational staff; understand and carry out oral and written directions; communicate effectively both orally and in writing; maintain records and prepare reports; exhibit exceptional customer service skills; manage time and work efficiently with minimum supervision.
  • BA/BS degree in Public Health, Human Services, Social Work, Early Childhood or related field. 
  • Minimum of two years’ experience managing health services for infants, toddler and families and providing staff supervision.
  • Experience providing adult training opportunities, and experience with Head Start Early Head Start preferred.
