Business Analyst (Senior) – Texas Education Agency

Location: Hybrid – William B. Travis State Building, Austin, TX (Remote up to 80%)
Pay Range: $150,000 – $158,000 annually
Schedule: Monday–Friday, 8:00 AM – 5:00 PM (excluding State holidays)

About the Role

The Texas Education Agency (TEA) is seeking an experienced Senior Business Analyst (BA) to contribute to projects that advance the agency’s mission of improving outcomes for Texas students. This role will have a particular focus on the Early Childhood Integrated Data System (ECIDS) project, helping design and deliver user-centered solutions that make a real difference in education outcomes.

As a key member of the team, you will combine advanced business analysis expertise with user experience (UX) design skills to ensure products are functional, intuitive, and aligned with both industry best practices and agency design standards. You will serve as the bridge between stakeholders, program teams, and software development teams—guiding requirements from concept to delivery and beyond.

Key Responsibilities

• Lead advanced-level business analysis across multiple projects, with primary emphasis on the Early Childhood Integrated Data System project.
• Perform user experience design to create intuitive and effective interfaces, grounded in research and user needs.
• Partner with product teams, developers, and stakeholders to define requirements, ensuring alignment with agency and industry standards.
• Serve as the conduit between program/customer communities and software development teams for clear and effective requirements communication.
• Participate across the entire software development life cycle (SDLC), from requirements gathering to post-implementation enhancements.
• Establish, manage, and verify requirements baselines, ensuring all functional and enhancement needs are met.
• Advocate for user-centered design decisions that improve usability and stakeholder satisfaction.

Qualifications

Required Skills & Experience

• Senior-level business analysis experience, including end-to-end SDLC involvement.
• Proven ability to translate stakeholder needs into actionable technical requirements.
• Strong understanding of UX principles, usability testing, and design best practices.
• Experience balancing business goals with user needs to deliver optimal solutions.
• Excellent communication skills for collaboration across multidisciplinary teams.

Preferred

• Experience with public sector or education-related technology projects.
• Familiarity with data systems and reporting tools.
• Knowledge of Agile, Scrum, or hybrid project methodologies.
