This position is based on-site at a City of Tucson facility. Remote or hybrid work arrangements are not available at his time.

Relocation expenses will not be provided for this position. Candidates are responsible for all costs associated with relocating to the Tucson area, if applicable.

**The following certifications must be obtained within eighteen (18) months of hire and must be maintained throughout employment in this position:

Project Management Professional (PMP) from the Project Management Institute (to be obtained within the first 12 months)


Portfolio Management Professional (PfMP) from the Project Management Institute OR equivalent portfolio management certification (i.e. IPMA Level A – Certified Portfolio Director or APM Major Project Leadership Specialist Certificate)

ABOUT THIS JOB

Position Specific Summary

The IT Portfolio Management Manager position at the City of Tucson's Information Technology Department (ITD) is responsible for establishing, leading, and maturing enterprise-wide IT portfolio management practices that align technology investments with strategic business objectives. This role oversees a team of five project managers and several contractors/temporary staff, driving the transformation from ad-hoc project execution to a standardized, integrated portfolio management framework. The position requires rapid implementation of portfolio management processes, tools, and governance structures while building strategic partnerships with finance, procurement, accounting, business relationship management, architecture, and other cross-functional teams. 


Work is performed under the supervision of the IT Administrator. This position exercises direct supervision over project management personnel.
 

  • Establishes and leads enterprise IT portfolio management practices by developing comprehensive portfolio governance frameworks, investment prioritization processes, and strategic alignment methodologies. Implements portfolio management tools and platforms to support demand management, resource allocation, and investment tracking across all IT initiatives.

  • Supervises and develops project/program/portfolio management staff of 5-10 personnel, providing leadership, coaching, and performance management. Rapidly matures team capabilities by establishing standardized project and program management practices, common templates, consistent reporting mechanisms, and improved project tracking methodologies.

  • Drives strategic portfolio planning and investment optimization by collaborating with executive leadership, business stakeholders, and cross-functional teams to evaluate, prioritize, and balance IT investments. Develops business cases, conducts portfolio reviews, and ensures alignment between technology initiatives and organizational strategic objectives.

  • Integrates portfolio management with enterprise functions by establishing strong partnerships with finance, procurement, accounting, business relationship management, enterprise architecture, and other related teams. Ensures portfolio processes support City and IT department budget planning, procurement activities, financial reporting, and enterprise architecture driven strategy requirements.

  • Implements portfolio management platforms and tools by evaluating, selecting, and deploying enterprise portfolio management solutions that support project intake, resource planning, financial tracking, and executive reporting. Develops dashboards, metrics, and reporting capabilities to provide transparency into portfolio performance and investment outcomes.

  • Establishes portfolio governance and standardization by developing policies, procedures, and standards for project initiation, execution, and closure. Creates consistent project management methodologies, templates, and quality assurance processes to ensure predictable delivery outcomes across all IT initiatives.

  • Provides strategic leadership and stakeholder engagement by presenting portfolio status to executive leadership, facilitating investment decisions, and ensuring effective communication across all organizational levels. Serves as the primary liaison for portfolio-related activities and drives organizational change management initiatives.

  • Performs all other duties and tasks as assigned.

Working Conditions

Mostly in office setting.

Flexible schedule requirements permitting rare evening meetings for Mayor and Council presentations or special early-morning meetings with key stakeholders outside traditional work hours


Occasional travel may be required for training, industry conferences, or collaboration with external partners.

    MINIMUM QUALIFICATIONS

    Education

    Bachelor's Degree

    Experience

    Five (5) years of directly related experience

    Preferred Qualifications

    Master's degree in Business Administration, Information Technology, Project Management, or related field
    Seven (7) years of progressive experience in IT portfolio management, program management, or strategic IT leadership roles
    Five (5) years of experience supervising and developing professional IT and project management staff
    Portfolio Management expertise including experience implementing portfolio management offices (PMO), portfolio management tools, and governance frameworks
    Industry certifications such as Project Management Professional (PMP), Portfolio Management Professional (PfMP), Program Management Professional (PgMP), or Agile/Scrum certifications
    Experience with portfolio management platforms such as Microsoft Project Online, Clarity PPM, ServiceNow PPM, Atlassian Jira Align, or similar enterprise solutions
    Experience integrating business strategy and enterprise architecture into technology portfolio management practices
    Financial management experience including budget development, investment analysis, and cost-benefit analysis for IT initiatives
    Government or municipal experience with understanding of public sector procurement, budgeting, and governance processes
