Summary Of Duties
The Office of Developmental Disabilities Services (ODDS) provides new opportunities to link services for the growing number of Oregonians who have intellectual or other development disabilities. The Assessment Unit functions to train, certify and provide quality assurance on case management entity assessors utilizing the Oregon Needs Assessment (ONA), adult and child Support Needs Assessment Profile (SNAP) as well as the Adult Needs Assessment (ANA).
One primary duty of the assessment unit is to assure that all needs assessments are conducted in a trauma informed way while assuring that the individual in services is included in their assessment to acknowledge their right to self-determination and assure that supports are defined in an accurate and equitable way.
As an Quality Assurance Trainer, you will:
- Ensure adherence and compliance to the functional needs assessment process and to ensure those conducting the assessment are adhering to the standardized interpretation of the assessment questions to monitor and provide technical assistance to field staff statewide for the purpose of improving assessment processes and accuracy.
- Respond to federal State Plan and Title XIX Waiver regulations.
- Provide statewide qualitative review of the adequacy and competence of case managers (and other assessors) practices in conducting functional needs assessments and person centered service planning, and with compliance to state Oregon Administrative Rule (OAR), agency program policies and federal state plan and waiver requirements that relate to functional needs assessments and person centered service planning.
- Provide consultative advice on administering functional needs assessments, interpretation of assessment questions and administrative rule, policy, programmatic and management aspects of agency operations that relate to functional needs assessments and person-centered service planning.
- Provide ODHS divisions with accurate, timely and useful management data to achieve continuous improvement of assessment practice and service planning, attainment of performance objectives, protection from federal sanctions and transference of "best practices" amongst ODHS units and divisions.
Minimum Qualifications
A valid driver’s license and acceptable driving record are required for this position.
Four years of experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance with program guidelines and regulations.
Two of the four years must be above the technical support level.
Note: college-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.

We are looking for candidates with:
- Attention to detail for following verbal and written directions, creating grammatically correct and legally appropriate documentation, etc.
- Experience as an Oregon Needs Assessment (ONA) assessor.
- Experience evaluating training needs; and developing and delivering training.
- Experience using the eXPRS system.
- Experience evaluating other’s work and providing feedback and guidance.
- Professional level written, verbal, and virtual communication skills to explain policies, procedures, and rules.
- Experience using time management, organization, and prioritization skills to organize work and meet competing deadlines.
- Intermediate or higher skill level in Microsoft Excel.
Preference in hiring will be given to candidates who are bilingual and pass test(s) evaluating their proficiency in the bilingual skills used for this position. Upon passing the test(s), you will receive 5% bilingual differential pay.
The preference for bilingual skills will be considered in the following order, first choice Spanish and English, second choice American Sign Language (ASL), and/or third choice any other language and English.

Working Conditions
- Working primarily at an alternate location other than our office in Salem will be considered in filling this position. The ability to report to Salem is required at least quarterly for in person meetings with the Assessment Unit team and when operational needs require in-person activities.
- During virtual meetings there is the expectation that a camera will be on, and will be used.
- You will need to work on multiple tasks simultaneously, frequently within short time frames, and differing topics.
- You will need excellent customer service skills for both internal and external partners and the ability to use initiative and independent judgement on an on-going basis.
- Travel is expected and required often to provide in person training, conduct assessments, and attend meetings. Depending on the business need of the unit, travel will be required across the state and out of your local area, which will include overnight stays.
- To accommodate individuals, families, and external partners, you may need to adjust your schedule to conduct assessments and complete any follow up activities such as writing reports and summaries. This may be as frequent as weekly.
