Overview
The Aviation Operations Administrator is responsible for the oversight and strategic management of the assigned functional area within the Department of Aviation at Dallas Love Field Airport. This position ensures that operational and administrative processes align with the department’s goals of safety, efficiency, innovation, and customer service. The role requires a proactive leader with strong organizational, analytical, and communication skills to support the airport's continued growth and operational excellence.
Essential Functions
1 Manage and oversee day-to-day operations of an assigned functional area
2 Establish short-, mid-, and long-term goals and objectives, establishing clear guidelines, procedures, and standards to achieve them
3 Develop and implement operational policies and procedures to ensure regulatory compliance and alignment with department and citywide objectives
4 Collaborate with internal and external stakeholders, including vendors, tenants, city departments, community members, and regulatory agencies
5 Oversee budget forecasting and monitor expenses, aligning financial planning with departmental goals and organizational priorities
6 Lead cross-functional project teams and initiatives to improve service delivery, operational efficiency, and stakeholder satisfaction
7 Supervise, train, and evaluate assigned staff, promoting a high-performance and customer-focused culture
8 Support procurement processes including contract development, RFPs, bid evaluations, and vendor negotiations (as applicable)
9 Serve as liaison between the Department of Aviation and City of Dallas departments related to the assigned area of responsibility
10 Maintain knowledge of industry trends, regulations, and best practices relevant to airport operations and assigned function
11 Prepare reports on performance, market trends, and operational metrics for internal and external audiences
12 Set financial targets and implement measures to achieve or exceed these targets through innovative marketing strategies and operational improvements
13 Develops, implements, and monitors operational processes, procedures, and systems to support aviation-related procurement, contracting, and grant management activities
14 Performs any and all other work as needed or assigned
Knowledge, Skills and Abilities
- Knowledge of relevant federal, state, and local regulations applicable to assigned functional area.
- Knowledge of the Dallas Airport System, including Dallas Love Field, Dallas Executive Airport, and Vertiport, as well as aviation-specific recruitment processes.
- Knowledge of airport rules, regulations, and compliance requirements, including Transportation Security Administration (TSA) and the Federal Aviation Administration (FAA) regulations.
- Knowledge of City Personnel Rules, Administrative Directives, Civil Service Rules and related procedures.
- Ability to engage with customers, tenants, and community stakeholders to enhance service delivery.
- Strong organizational and project management skills with the ability to manage multiple priorities.
- Excellent interpersonal, communication, and negotiation skills.
- Proficiency in Microsoft Office Suite and experience with enterprise software systems related to procurement and HR.
- Knowledge of contract management standards, planning,
solicitation processes, contract monitoring and compliance practices.
MINIMUM QUALIFICATIONS
EDUCATION
Bachelor's degree in Business, Aviation Management, Public Administration, Supply Chain Management, Finance/ Accounting or Social Science field.
EXPERIENCE
Six (6) years of experience in municipal or government administration in one or more of the following areas:
Organizational development and/or Workforce Development
Developing and implementing programs, policies, and processes.
Contract Management/Compliance
Purchasing/Procurement
Budgeting
AND
Three (3) years of supervisory/management responsibilities (This experience may be included in the required experience listed above.)
EQUIVALENCIES
High school diploma or GED plus ten (10) years of the required experience including three (3) years of supervisory/management responsibilities will meet the education and experience requirements.
Associate degree in any field plus eight (8) years of the required experience including three (3) years of supervisory/management responsibilities will meet the education and experience requirements.
Bachelor's degree or higher in a non-specified field plus eight (8) years of the required experience including three (3) years of supervisory/management responsibilities will meet the education and experience requirements.
Master's degree or higher in a specified field plus four (4) years of the required experience including three (3) years of supervisory/management responsibilities will meet the education and experience requirements.
LICENSE
Preferred: AAAE or ACI airport certification
OTHER REQUIREMENTS
Must pass TSA background check.
