GENERAL DESCRIPTION:   Performs moderately complex (journey-level) administrative operations and activities within assigned area of responsibility, including special projects, research studies, analysis and other specialized functions. Work involves overseeing and implementing organizational studies and evaluations, evaluating systems and procedures, overseeing work simplification studies, and evaluating operations and procedures manuals to assist management in operating more efficiently and effectively. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:  
1. Assists with the development of requisitions for Procurement & Contract Services (P&CS) and Enterprise Portfolio Management Office (EPMO), by describing services to be rendered and entering requisitions into CAPPS, evaluating information supplied by P&CS, and developing scope of work (SOW) statements prior to submission to P&CS.

2. Assist with the planning and directing of the administration of divisional contracts awarded (contracts, subcontracts, cooperative agreements, and grants), per the guidelines established by P&CS and evaluates activities associated with assigned contracts; participates in research and evaluation of proposed contractual obligations and agreements; and reports on findings and pertinent information to P&CS and TOD senior management.

3. Assists with the development of contract administration policies, procedures, standards and plans organizational work studies with P&CS and works directly with division staff on behalf of P&CS to ensure knowledge and adherence of contract requirements of all organizational commodities and services.

4. Assists with the coordination, development, and maintenance of accurate filing system on all division procurements and contracts, including flagging and monitoring all expiring contracts, grants and agreements to ensure continuation of services.  Maintains schedules for reporting and/or other deliverable due dates and other unique award requirements that must be adhered to (e.g. source origin restrictions, travel restrictions, etc.) for awarded contracts.

5. Assists with the review and evaluation of new or improved business processes and management practices for application to agency programs or operations pertaining to division project management, and procurements. Interprets historical, current, and projected data to identify problems, causes, and areas for which procedural system changes are indicated and identifies alternatives, and makes and justifies recommendations.

6. May assist with the development  and generation of regular and ad-hoc contract-related reports; and assists tracking all division contracts that have not been approved and returned and ensure proper follow-up, including Monthly EPMO project status report submissions.

7. May assist with the coordination of organizational studies and evaluations, assists with preparing operations and procedures manuals to assist management in operating more efficiently and effectively, including division governmental and contractual procedures.

8. Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies.

9. Performs other related duties as assigned.

 

Qualifications

 

Education – Graduation from an accredited college or university with a bachelor degree preferred.

Experience – Must have a minimum of one (1) year related experience in contract development, management, evaluation, monitoring or training of contract providers. Prior experience with Texas procurement regulations, preferred. Experience as a certified DPS Purchase Liaison is also preferred.

Substitution Note:  Additional work experience of the type described may be substituted for the required education on a year-for-year basis. 

Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.  Must be able to achieve a DPS Purchase Liaison Certification within three (3) months from date of employment.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.  

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.  

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.  Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).  

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Customer Service (internal/external) - Must possess a keen awareness and commitment to providing excellent customer service, demonstrate a positive approach to providing assistance and striving for optimal outcomes, and possess the ability to actively listen without adversarial argument, debate, or unnecessarily frequent interruption.

Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hours and weekend work is required. Telecommute may be available depending upon the needs of the division/agency.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
