SALARY:

WHAT YOU WILL DO:
In this role, you will provide strategic direction promoting the successful execution of Information Systems Division (ISD) objectives for the Office of the Oregon Secretary of State.
This role acts as a strategic partner to the Secretary and uses the tools of technology to help advance their vision and build trust with Oregonians. Enabling the systems and services to serve their customers by planning and supporting the technology behind the people.
This division provides secure, high-quality information technology solutions and services to the Agency that spans diverse client and server operating systems, a variety of database management systems, and hardware from various vendors. Services include consulting, contract administration, application development and support, data administration, server operations PC support, and network system administration.
Through Program Strategic Development, and Division Leadership, this is accomplished in part by, but not limited to:
Developing, implementing and overseeing an Agency wide information systems strategy and plan to meet the mission of the Office of the Secretary of State.
Partnering with the Secretary of State to oversee the development and implementation of information technology resources necessary to accomplish the Secretary’s initiatives.
Effectively communicating strategic goals and plans to Executive leadership, and stakeholders.
Overseeing and ensuring proper controls and management of all Information Technology (IT) Assets throughout the asset’s lifecycle. Working with subordinate managers and teams on strategies to ensure planning, deployment, maintenance, support, replacement, retirement and disposal are in line with best practices.
Ensuring strategic direction to provide collaborative, team-oriented approach to users, ensuring user involvement and communication in the delivery of technological support services. Aligning infrastructure support and application development performance to meet Agency’s service level demands.
Producing cost-benefit analysis, feasibility studies, budgets and narratives related to IT projects. Overseeing the development of RFPs for acquisition of hardware, software, maintenance, and professional services. Providing Executive Office and Agency Directors real-time status reports on current projects.
Coordinating technology procurement strategy with Business Services Division (BSD) partners. Administering, maintaining and monitoring contracts with vendors and consultants to provide cost-effective products and services to support the technology infrastructure and applications. Overseeing the development of service level agreements and performance measures for use in periodic review of Information Systems performance with divisions.
Leading and fostering an environment that motivates, encourages and promotes staff development. Ensuring through effective communication that employees understand mission, vision and values of division and Agency. Providing guidance and leadership to help foster positive outcomes to achieve goals.
Overseeing and partnering with ISD managers to ensure they are effectively coaching, mentoring and building skill sets of ISD staff. Collaborating with ISD division managers to develop and implement core IT processes, procedures and strategies and ensure managers deliver consistent and clear communications to ISD staff on direction, processes, procedures and strategies.
Annually reviewing staffing plan to ensure alignment with division and agency mission, vision and goals and realigning as necessary. Identifying projects, assignments and working with division managers to allocate staff by resources, skills, strengths and experience to accomplish. Developing plans and action items for future projects.
Developing a plan in collaboration with division managers to create and sustain a diverse workforce. Ensuring division promotes an inclusive environment for all employees and recognizes staff backgrounds, strengths and differences. Developing and creating opportunities for staff to achieve goals aligning with staff skill sets and goals.
Managing the division budget and working strategically with BSD and other divisions to ensure accurate forecasting and spending for the division. Working with other divisions when technology estimates are needed for their budget preparation. Participating in budget hearings before Legislative staff and committees as needed.
Developing data driven performance metrics and plans to communicate to vendors and teams to ensure they are aligned and ensure accountability with metrics and plans outlined.
This is an Executive Service position and serves at the pleasure of the Secretary of State.

Your application must demonstrate education and/or experience in the following:
Seven years of management* experience; OR four years of management* experience and a bachelor's degree** in Computer Science, Information Technology, Business Administration, Public Administration, Public Policy, Management, or other related field.
Three of the years of management experience must be in the Information Technology field.
*Experience must include direct supervision and management over staff which included authority to: hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward or discipline other employees, or responsibility to direct them, or to address their grievances, or to effectively recommend such action(s).

Vendor Management - experience managing IT vendors and service providers to ensure performance, accountability, and value. Ability to work with internal and external parties, to negotiate contracts, monitor service levels, and foster strong, collaborative partnerships.
Growth Mindset - dedication to staying informed on new and emerging technologies and innovations through training, professional journals/publications, and contact with other technology professionals.
Communication and Reporting - ability to prepare and deliver reports and communication to business divisions, executive management, and internal IT teams. Experience reporting to external oversight bodies on strategy and status of large projects.
