Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. This role will be pivotal in measuring and growing the effectiveness and maturity of I&IT PMO through the use of business planning and performance measures, financial tracking & reporting, PBI dashboard building and reporting project and program status tracking and reporting, risk management and continuous improvement as well as updating financials. This team under the manager’s guidance is responsible for business performance reporting, process documentation, process change management, risk & compliance, portfolio management, project governance, controls and reporting, and staff augmentation.    Term: 13 months
  What will I be doing?

Functional/Technical

Leadership / Management

  • Defines, documents, reports upon and evolves key performance indicators (KPIs) aimed at measuring and monitoring the I&IT business unit 
  • Aids the readiness process of capital funding submission requests to the Investment Panel
  • Tracks, monitors and reports on timing of capital investment submissions 
  • Track I&IT-related procurement activities and actively manage the process to initiate procurement projects by assisting in strategy preparation
  • Coordinate the procurement process by working with business partners and I&IT stakeholders
  • Manages contractor augmentation program and platform for I&IT by working collaboratively with I&IT hiring managers and platform vendor.
  • Manages the development, enhancements and governance of IT Project Delivery Framework across the division
  • Manages and maintains I&IT headcount and vacancy reporting and reconciles discrepancies. 
  • Working with HR partners, executes on identified organizational structure and/or cost centre changes and/or realignments on behalf of I&IT
  • Manage the relationships with partner business teams as the procurement request evolves through the execution stages
  • Maintains strong relationships across I&IT and Metrolinx business units and business leaders to manage and execute reporting needs as they may arise
  • Designs and maps efficiencies in staff augmentation processes
  • Leads the delivery of all enterprise reporting requirements including monthly project reporting packages to Executives. Tracks and monitors actions and commitments as appropriate. 
  • Oversees the operations and optimization of data analytics and reporting functions
  • Builds and maintains PowerBI dashboards
  • Collaborates with the delivery teams at project initiation ensuring that the appropriate rigor and governance is established which will require working with Finance and governing bodies, e.g. Investment Panel.
  • Works collaboratively with PMO Analysts to prepare, gather and maintain KPIs, project and financial records related to project delivery, and business benefits realization as defined by the product roadmaps.
  • Leads the consolidation and reporting of the overall project portfolio, its relationship to Metrolinx strategic objectives, product roadmaps and business units.
  • Leads the implementation and change management of new software designed for the PMO 
  • Participates in rollouts of PMO changes (Frameworks, policies and processes)
  • Drives governance activities to challenge and ensure compliance to current Risk and Project Status framework while also ensuring Project teams are utilizing the delivery framework

Communications & People Change Management

Supports the Senior Manager PMO in management of strategic communications, ensuring alignment with Metrolinx enterprise standards and direction

  • Coordinates reporting updates with Delivery teams to ensure optimal use of time when reporting project status to Leadership 

Performance Reporting

  • Manages the use of PowerBI and dashboard for reporting; Development experience in Data Visualization and BI tools, advanced excel and or analytical skills an asset
  • Oversees the creation and optimization engaging and intuitive I&IT PMO dashboards and reports utilizing various analytical and visualizations tools that provide valuable insights for leadership decision-making processes. Adept at optimizing dashboard performance and collaborating with teams to enhance technical capabilities. 
  • Works with I&IT management and in collaboration with the PMO Analysts to develop and track key performance indicators (KPIs) for product and services, functional areas and manages the central consolidation, analysis and reporting of performance outcomes against budgets and plans.
  • Provides expert input to support maintenance and continuous improvement of I&IT’s internal and enterprise reporting (KPIs, dashboards, ad hoc reporting)
  • Stays current on key I&IT achievements and future plans/initiatives that should be highlighted at the enterprise level
  • Stays current with the latest enterprise strategies and when appropriate, facilitates the connection to I&IT initiatives (i.e. Metrolinx Strategic Objectives)
  • Manages the compilation and consolidation of pertinent reporting outputs for enterprise review related to resource management, safety planning, staff training, employee engagement action planning and business unit performance within I&IT.
  • Manages the compilation, tracking and reporting of audit findings within I&IT ensuring that progress is being made towards closing gaps. Identifies gaps and issues as appropriate.
  • Manages the compilation, tracking and reporting on continuous improvement initiatives and benefits achieved.
  • Leads Project Management oversight and governance including consistency of processes across I&IT with appropriate risk management practices in place
  • Supports effective project delivery by continuing to track and report on project portfolio status and evolve project review governance framework. Act as challenger function and escalate items for discussion to ensure projects are progressing as required

Portfolio Management

  • Accountable for the maintenance and management of the aggregate I&IT project portfolio ($100-$150M annually) to maximize the business benefits realized from technology investments;
  • Provides leadership for the planning and prioritization of the aggregate I&IT project portfolio in order to ensure associated initiatives are aligned with the organization’s and business units’ strategic objectives
  • Leads the development of overall I&IT project portfolio management policies, methodologies, processes and technologies. Maintains a posture of best practice awareness and improvement of these policies, methodologies, processes and technologies.
  • Defines processes, and artifacts required to support the product prioritization process and required I&IT and Metrolinx governance committee approvals; 
  • Executes on the I&IT Delivery framework, governing projects to the artifacts, processes and mandatory requirements.

Customer/Stakeholder

  • Collaborates with Director, I&IT PMO and the I&IT Leadership team while providing support, advice and expertise in planning and execution of I&IT activities;
  • Develops and maintains an environment of positive collaboration through strong working relationships and linkages between business units and departments; and between Metrolinx and others;
  • Demonstrates solid understanding of customer / stakeholder needs and collaborates with the project teams & I&IT Service Providers to ensure that project goals, objectives, strategies, and priorities are understood, delivered, and updated;
  • Directs, guides, and leads multi-disciplined internal groups and coordinates with other I&IT leaders and Service Providers across the organization to execute on deliverables and outcomes;

Operational Excellence

  • Supports the operational excellence of the Project Management Office by promoting best practices and techniques for program and project management controls, communication, key performance metrics, and portfolio management;.
  • Maintains active involvement in related professional associations and builds a business network to leverage lessons learned and industry leading practices
  • Focuses on solutions that are best suited to business needs and align with enterprise and I&IT mandates, and short and long term objectives.

Financial Stewardship

  • Provides guidance, approvals and support to Senior Program Management regarding the planned budgets and business case for Technology products and services (including participation in project board meetings) for alignment to I&IT and business strategies and priorities.
  • Drives and supports the management of the strategic annual operating and capital budgets. Oversees the aggregation of the I&IT program portfolio to prevent demand influx and reduce product planning and administrative costs. This includes ensuring alignment to I&IT budget, tracking of all business benefits.

People Leadership

  • Provides creative thought leadership with input from others to develop and deploy a strategic vision; connects and aligns projects with strategic enterprise goals; demonstrates leadership and core competencies at a high level of development and is an exemplary model of living the Metrolinx Values and Code of Ethics.
  • Provides leadership oversight and direction to project teams (e.g. defines team member roles, responsibilities, and expectations); delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; manages staff and monitors work assignments to ensure adherence to timelines; monitors the achievement of performance objectives; develops and implements action plans to address performance gaps.
What Skills and Qualifications Do I Need?

Education: 

  • Completion of a (degree or diploma) in Business Administration or Information Systems, or a related discipline – or a combination of education, training and experience deemed equivalent
  • Master’s degree in Business Administration (MBA) is an asset

Experience: 

  • Demonstrated years of demonstrated, progressively responsible experience, including leading business facing teams at a senior level, in the core functions of Information & Technology planning, with at least five (5) years in Project Management, and/or Change Management roles, preferably in a large private or public sector environment
  • Demostrated years demonstrated management and governance of large, complex portfolios or programs

Certifications or Designations

  • Accounting designation is considered an asset (CPA, CMA, CA)
  • Project Management Professional (PMP) or PRINCE2, is an asset
  • Agile certification (Agile Certified Professional, Certified Scrum Product Owner) is an asset.
  • ITIL Foundations is an asset.
  • Certified Product Manager an asset
  • PROSCI certification an asset
