Our Scarborough Subway Extension Office within the Subways Program Group is looking to hire a Manager, Project Delivery who is accountable for the project management of capital infrastructure projects associated with Metrolinx railway corridors including the planning, scope, design, procurement, construction and commissioning phases. This role will manage a team of external staff and oversee consultants and contractor’s work. The role will actively lead all activities to ensure achievement of objectives according to defined timelines, budget and approved project deliverables.

- Manage project progress and analyze current and future work activities to identify deficiencies and opportunities for efficiencies.
- Manage the development of concept and detailed design and technical/output specifications.
- Deliver projects from initial conception through commissioning and transfer to operations within scope, on budget and on schedule.
- Oversee project activities to ensure requirements compliance with good project management and construction practices, as well as corporate design standards and applicable municipal, provincial and federal codes.
- Integrate multiple corporate requirements into projects, including technical design, environmental assessment conditions, community and municipal commitments, Passenger Charter, design excellence, and property acquisition conditions.
- Consult and collaborate with the applicable Centre(s) of Excellence to determine and incorporate requirements and obtain sign-off at agreed-upon intervals.
- Develop recommendations for the packaging of work and type of contract.
- Oversee consultant and contractor scope and quality of work, identify existing and potential issues, and initiate corrective action to avoid serious project delays or budget impacts.
- Work in conjunction with Metrolinx's other business units, operational divisions and various internal stakeholders and communicate effectively with agencies, utility companies and other external stakeholders to define requirements, develop project implementation plans and monitor compliance.
- Ensure general compliance with P3 or Progressive Design-Build contracts and provide oversight of design and technical requirements where required.
- Completion of a degree in applied science, engineering, or a related discipline – or a combination of education, training and experience deemed equivalent.
- Demonstrated project management experience related to the planning, design, and construction of transit facilities, station infrastructure and related works.
- A valid Ontario Class G driver’s license is preferred to travel to various site locations, meetings, operational facilities, etc.
- PMP (Project Management Professional) is an asset.
- Experience with managing multiple key stakeholders on public transit projects.
- Project management methodologies to manage transit and infrastructure projects from start to completion
- Knowledgeable of procurement processes to identify opportunities for improvements and cost savings.
- Ability to understand theories, principles and practices of civil and architectural design and construction.
- Problem solving and analytical skills to evaluate and address contractor and supplier performance issues and recommend plans for improvement
- Knowledge of Contract Law and standard contract forms (CCDC), the Occupational Health and Safety Act, Environmental Assessment Act, and the requirements of the Professional Engineers Act.
- Interpersonal and oral/written/presentation skills to liaise with all levels within the organization and on construction sites.
