Departmental Information
This job is located in the Financial Planning and Management Section of the Finance Department. The Management and Budget Specialist is primarily responsible for assisting in the preparation, monitoring, and analysis of the City budget, capital budget, revenue forecasting, reviewing budgetary expenditures, and facilitating strategic planning, and performance measurements.
Job Summary
This position is located in the Office of Management and Budget Division in the Finance Department within the City of Oklahoma City. The skills, knowledge, and abilities required for full performance must be acquired prior to assuming the responsibilities of the position. Essential job functions include: budget preparation, budget monitoring, and management analysis. This includes coordination, preparation, and implementation of the City's operating budget, revenue budget, capital budget or performance management program. Other activities include assisting the Director with special projects and training and reviewing the work of the Analysts, Technicians, and Interns. The employee has continual contact with individuals at all levels of the City organization to obtain and provide information about the budgetary process. Assignments are reviewed by the Budget Director for soundness of judgment and general effectiveness with respect to governing policies.

Preferred Qualifications
- Minimum of two (2) years’ experience in budget development for a large-scale organization with $2+ billion in annual revenue and 5,000+ full-time employees.
- Demonstrated expertise in a budget program specialty area, such as Revenue, Capital, Operations, or Energy.
- Proven experience in strategic business planning and performance measurement.

Working Conditions
- Inside at all times.
- Occasionally required to work beyond normal working hours or to change working hours when meeting project deadlines.
- Occasional local travel; occasional out-of-town travel for seminars or conferences.
- Exposed to steady and continuous noise at low levels as produced by office equipment and conversation of co-workers.
- Subject to continuous glare of a computer monitor.
Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.
Physical Requirements
- Arm-hand steadiness and finger dexterity enough to operate a personal computer, ten-key, etc.
- Vision enough to read and write reports, input/output data on a computer screen, etc.
- Speech and hearing enough to understand and communicate in person and by telephone in a normal office environment, during presentations, etc.
Other Details
Note: An eligibility list will be established from this posting consisting of applicants who receive a score of 70 percent or better. Multiple selection procedures may be utilized; a minimum of 70 percent or better will be required on each; and the results of multiple selection procedures will be equally weighted. The eligibility list will be in effect for 180 days from the date of the final selection procedure and will be used to fill future vacancies.
Note: Employees assigned to the Airports Department must successfully pass a thorough TSA background check, including fingerprinting.
Pay Method: City employees are required to receive pay electronically, either via direct deposit or pay card.
