Position Summary Description
Serves as the highest level of technical support for Seminole’s Energy Management System (EMS). Provides the engineering, testing, maintenance and cyber security of the hardware, software, display and databases of the Energy Management System (EMS); ensuring reliable operation and compliance with North American Reliability Corporation (NERC) Standards.
Essential Functions
- Assures that EMS databases (SCADA, FEP, ICCP) and displays are accurately implemented for all existing and new field installations, in consultation with operations technicians, engineers and System Coordinators.
- Assesses, installs and tests the assigned security patches, anti-virus updates, operating systems updates, and software enhancements. This includes patches derived from EMS software vendor CSBs (customer service bulletins) and TSBs (technical services bulletins).
- Assures documented point-to-point validation of field (RTU) inputs through the SCADA database and to applicable operational displays prior to release for operations, in coordination with operators, field technicians, engineers and the Supervisor of EMS Engineering.
- Creates, installs, and verifies the monthly load estimation curve files on EMS.
- Designs and implements code changes in the EMS OpenCal subsystem or internal applications, as necessary.
- Implements changes to the SCADA, FEP, ICCP and other EMS databases in accordance with system and field changes as outlined in the request for change tickets.
- Designs, implements and validates EMS displays in accordance with established guidelines, practices and request for change tickets.
- Assures all telemetered (SCADA) values are properly indicated on EMS operational displays in accordance with operations guidelines and defined standards.
- Produces, designs and changes documentation in accordance with department Operating Instructions and Operating Practices to ensure system integrity and compliance with NERC CIP standards and Reliability standards.
- Produces ad hoc reports and data as requested.
- Maintains awareness of changes to NERC CIP standards and Reliability standards.
- Assists in the development and review of Operating Instructions, Operating Practices and RSAWs to maintain compliance with CIP and Reliability standards.
- Peer reviews technical details and proposed work plans of other EMS Engineers and Analysts.
- Leads troubleshooting efforts on EMS systems and databases, including on-call events and rotations.
- Project manages capital tasks such as a hardware refresh or factory acceptance test.
- Leads internal training sessions for development of other EMS engineers.
- Performs other duties as applicable to the position or as assigned.
- NERC Compliance: Performs NERC Compliance Program roles if/as designated in Seminole’s Standard Ownership Matrix (SOM) including ongoing evidence retention in “audit-ready”. You should also be familiar with Seminole’s Enterprise Internal Compliance Program (ENT-GCD-RGC-EP-054) to further your understanding of Seminole’s compliance program and the context of your duties and responsibilities attendant to your designation in the SOM.
Qualifications and Education Requirements
Bachelor of Science degree in Electrical Engineering, Computer Engineering or a closely related area is required from an accredited institution. Two (2) years of similar experience may be substituted for each one (1) year of education. A minimum of four (4) years of relevant or progressively responsible experience within an EMS environment is required. Florida Registration as a Professional Engineer is desired, but not required.

Physical Requirements
Must be able to follow established protective measures including wearing required personal protective equipment (PPE). Must possess a valid driver’s license and acceptable Motor Vehicle Report.
Working Conditions
Some travel and work outside of normal business hours. While working in certain areas of the plant and substations there is the potential for exposure to hazards typical of an industrial working environment. Maintains critical EMS equipment in a real-time environment that requires 24/7 on-call support and is subject to call out at any time, which may include extended periods during inclement weather or other emergency conditions.
