Position Summary:
Under the supervision of Accounting Manager, act as the Senior Fiscal Compliance Auditor for all the grants and contracts received by the Saginaw Chippewa Indian Tribe. Ensure that the tribal organization stays within fiscal compliance of all grant and contract requirements, and that all fiscal responsibilities spelled out in the scope of the agreement is met. Oversee and ensure that all special revenue funds files are maintained and balanced. Responsible for the Tribal organization’s indirect cost pool. Compile data, write the indirect cost proposal, submit the proposal to the federal government for approval, and to implement the approved plan. Mentor and train the Fiscal Compliance Auditor in all aspects of the position.
Essential Duties and Responsibilities:
- Ensure that reports are submitted to granting agency by established deadlines and that all drawdowns are completed on a monthly basis.
- Create and maintain ongoing training to accountants and directors/managers.
- Assist Directors with purchasing issues to insure compliance with 2CFR200.
- Assist with Cost or Price Analysis of any contract funded from grant or agency dollars when contract is over $150,000.
- Assist directors with request for proposals/bids and then also attending bid openings when funding is from grants or outside agencies.
- Review contract documents prior to submission to legal department for all documents relating to grant and contract funds.
- Review budget prior to grant or contract submission.
- Processes drawdowns from funding agencies.
- Monitor contracts for compliance with Davis Bacon and all other Federal Requirements.
- Complete Schedule of Federal Expenditures for annual 133 audit.
- Administer and maintain the Grant Module in financial system.
- Maintain, correct, and improve the internal control environment to safeguard company assets and protect the integrity of the general ledger.
- Stay current on changes made to OMB Circulars and regulations.
- Must be proficient with various software packages used throughout the organization.
- Provide excellent customer service for all internal and external customers of the operations at all times. Provide solutions for customer concerns and continually focus on customer service as our top priority.
- Must maintain strict confidentiality and present a positive, professional demeanor and image at all times.

Contacts/Purpose of Contacts:
- Contact with Purchasing to ensure grant compliance with Federal Purchasing Guidelines.
- Contact with Program Directors throughout the year.
- Contact with fiscal compliance auditor to ensure compliance with the various organizational systems.
- Contact and establish working relationship with various federal and state agencies.
- Participate in quarterly budget review meetings for all grants and contracts.
Minimum Qualifications:
- Bachelor’s degree in Accounting.
- Must have completed and passed a governmental accounting class as part of college curriculum.
- Five years’ experience in governmental accounting and grants and contracts.
- Proficient with Microsoft Office and accounting software.
- Must be able to pass background check to meet the employment eligibility requirements as they pertain to the position.
Desired Qualifications:
- Tribal government experience.
License, Certification, or Special Requirements:
- Native American preference shall apply to all positions.
Knowledge, Skills, and Abilities:
- Knowledge and understanding of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards.
- Knowledge and understanding of computerized accounting systems.
- Knowledge of cash management principles and/or procedures.
- Knowledge of grant and contract management, Office of Management and Budget (OMB) Cost Principles, Federal Regulations, Public Laws, Code of Federal Regulations (CFR), and budget manuals.
- Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
- Skill in decision making, leadership and organization.
- Skill in budget preparation and administration.
- Skill in operating various word-processing, spreadsheets, and database software programs.
- Skill in preparing, reviewing, and analyzing operational and financial reports.
- Ability to create and present effective speeches and presentations.
- Ability to interpret applicable federal, state, county and local laws, regulations, and requirements.
- Ability to communicate efficiently and effectively both verbally and in writing.
- Ability to work independently and meet strict time lines.
Physical Demands:
- Frequent use of hands, wrists, fingers associated with computer equipment.

Work Environment:
- Normal office environment and classroom.
- Extended hours and irregular shifts may be required.
