Background

In 2025, SCIDN will continue to support the government in strengthening child protection in the digital environment through the First Click Project phase II. One important aspect that remains unaddressed from the previous First Click Project is the mental health component as recognized by the Ministry of Women Empowerment and Child Protection (MoWECP). Children require guidance on interacting and responding wisely across various online platforms. Building on the strong foundation of child participation, case responses, and referral mechanisms established by the First Click Project, SCIDN plans to expand the initiative by integrating a mental health and psychosocial support component with the above approaches. 

SCIDN has already developed five modules from previous projects to strengthen the capacity of child protection workers, parents, children, and young people. The modules are child protection in the digital environment, child safeguarding, case management, positive parenting in the digital environment, and digital competencies for children and youth. SCIDN has developed online courses that have been integrated into MoWECP E Learning platform for child safeguarding and child protection in a digital environment module. In 2025-2026, those modules will be added with the MHPSS component to all modules and developed E-learning platform for the rest modules. To achieve the output, we need to hire consultants to develop educational video based on existing modules and integrate it into online courses.

Objectives

In line with SCIDN’s commitment to strengthening child protection in the digital environment, the objective of hiring a video development consultant is to support the production of engaging, accessible, and high-quality learning videos that will enhance online courses for various stakeholders, including child protection workers, parents, children, and youth. Specifically, this consultancy aims to: 

• Transform written 3 training modules (Digital competence, Positive Parenting in Digital era, and Case Management) into engaging, age-appropriate, and accessible video content. 
• Ensure accurate representation of technical content, particularly with the newly added MHPSS component. 
• Adapt visual and narrative styles for different target audiences (adults, adolescents, children, professionals).

Scope Of Work

The scope of work for this project includes: 

• Review and understand module content
• Study existing three modules and additional MHPSS components and work with First Click project team to ensure content accuracy. 
• Development of Scripts and Storyboards 
• Create scripts and storyboards for all video content and adjust tone and complexity based on audience (children, youth, parents and child protection stakeholders) 
• Produce and Edit Videos 
• Facilitate Feedback and Revision 
• Produce 16 videos (5-7 minutes each) in full HD quality 
• Including narration, subtitles and engaging visuals 
• Ensure alignment with SCIDN branding and MoWECP platform standards 

Presents draft videos to SCIDN and selected test groups and revise videos based on consolidated feedback 

• Prepare final outputs 

Deliver final video files and provide technical guidance for uploading to the e learning platform

Deliverables

• Scripts and visual storyboard for each video based on three modules (digital competence, positive parenting in digital and case management)
• 16 High quality video production (5-7 mins each), Full HD, with narration and engaging visuals (animation, motion graphics, etc)

Expected Qualifications:

The selected consultant must demonstrate the following qualifications:

Essential

• Proven experience in producing educational or training videos, especially for e-learning platforms 
• Strong skills in scriptwriting, storyboarding, animation, and/or video editing. 
• Proficiency in using video production software (e.g., Adobe Premiere, After Effects, Final Cut Pro). 
• Ability to translate complex or technical content into engaging visual formats for different target groups (children, youth, adults). 
• Excellent communication and collaboration skills to work with technical teams and incorporate feedback. 
• Fluency in Bahasa Indonesia; basic understanding of English for technical reference and communication. 

Desirable

• Experience working on child protection, education, or mental health-related content. 
• Familiarity with child-friendly communication and safeguarding principles. 
• Experience integrating video content into online learning systems or LMS platforms (e.g., Moodle). 
• Experience working with NGOs, UN agencies, or government institutions in similar contexts. 
• Ability to provide voice-over or coordinate with voice talent (especially child-friendly narration).
