Job Description
What You’ll Do:
Ohio Department of Public Safety – Ohio Homeland Security
Report In Location: 2855 W. Dublin-Granville Road, Columbus, Ohio 43235
Work Hours: 8:00AM to 5:00PM Working days & hours may vary (working hours will include nights, weekends & holidays, based on operational need).
Under the direction of the Ohio Homeland Security (OHS) Statewide Terrorism Analysis & Crime Center (STACC) Administrator, oversees, plans & directs the daily operations, production & training of all cyber intel-related staff assigned to the Cyber Center:
Cyber Intel Oversight & Strategy:
- Supervises analysts who assess local implications of time-sensitive & emerging threat information, identify the dissemination of time-sensitive & emerging threat information to all homeland security partners, & gather locally-generated information based on time-sensitive & emerging threats;
- Establishes section priorities (e.g., provides developmental opportunities & work direction, coaches staff to foster development, monitors staff activities to ensure quality customer service & information technology security, evaluates performance, approves section staffing levels, recommends discipline, pre-screens applications & participates in interviews);
- Oversees & coordinates policies developed by public safety intelligence analysts to ensure consistency & efficiency across multiple domains (e.g., policies & protocols for state & local governmental entities in homeland security, cybersecurity, & protection of critical infrastructure & resources in the State of Ohio);
- Ensures all activities adhere to state & federal laws, policies, & regulations regarding digital forensics, cyber investigations, & intelligence sharing;
- Supervises the handling of sensitive data & ensures compliance with data protection & privacy regulations;
Cyber Forensics & Incident Response:
- Directs & supervises cyber forensic operations, including the investigation & analysis of cyber incidents such as data breaches, denial-of-service attacks, & insider threats;
- Manages processes for the identification, collection, & analysis of digital evidence, ensuring chain-of-custody integrity & legal compliance;
- Provides leadership for the examination of compromised devices (e.g., servers, workstations, mobile devices) for the purpose of uncovering forensic evidence related to malware attacks, system intrusions, or other cybercrimes;
Malware Analysis:
- Oversees the analysis of malware to understand its operation, behavior, & potential impact on networks & systems;
- Ensures that malware analysis findings are used to update threat intelligence feeds, vulnerability assessments, & mitigation strategies across the enterprise cyberinfrastructure;
Threat Intelligence & Reporting:
- Oversees the preparation of detailed cyber intelligence reports & briefings for senior state & local officials & law enforcement agencies, ensuring all findings are actionable, timely, & aligned with national cyber objectives;
- Develops processes for analysts to prepare, revise, & disseminate intelligence reports, products, & briefings on cyber threats, incidents, & emerging vulnerabilities;
Cybersecurity Training & Awareness:
- Develops & implements comprehensive cyber intelligence production & training programs for both analysts & external stakeholders;
- Creates &/or updates manuals, protocols, programs, rules, regulations, & directives that pertain directly to the fusion center & to improving cybersecurity posture across state & local agencies;
- Coordinates cyber awareness campaigns to promote best practices for identifying, reporting, & mitigating cyber threats;
Incident Handling & Digital Forensic Support:
- Provides oversight for digital forensics support during high-impact cybersecurity incidents or cybercrime investigations;
- Supervises the deployment of forensics tools, including disk analysis, memory analysis, & network traffic analysis, to collect evidence & identify the root cause of incidents;
- Utilizes state vehicle to travel to various locations & transport equipment in order to make presentations &/or collect, research & analyze intelligence information & other resources to determine patterns, trends & movements of terrorists &/or professional criminals to aid law enforcement agencies with investigations;
- Ensures & is responsible for auditing & compliance with 28 Code of Federal Regulations (i.e., 28 CFR);
- Attends meetings; briefs & provides advice to public officials (e. g., Department of Public Safety Director, State HSA);
- Provide support for various OHS programs; Perform other duties as assigned.

Qualifications
48 mos. exp conducting research & writing reports using operational, mathematical, analytical &/or statistical research techniques.
-Or completion of graduate core program in homeland security, political science, criminal justice, emergency management, public health, international affairs or related field; 12 mos. exp. conducting research & writing reports using operational, mathematical, analytical &/or statistical research techniques.
-Or 12 mos. exp. as Public Safety Intelligence Analyst, 64931.
-Or equivalent of Minimum Class Qualifications For Employment noted above.

Supplemental InformationTRAINING AND DEVELOPMENT REQUIRED TO REMAIN IN THE CLASSIFICATION AFTER EMPLOYMENT: If required, must obtain LEADS certification; must renew LEADS certification biannually. Additionally, some positions at Department of Public Safety must be able to obtain & maintain secret level federal security clearance.
UNUSUAL WORKING CONDITIONS: May require some travel. Working hours will include nights, weekends and holidays, based on operational need.
Position also requires the ability to obtain and maintain a federal Secret level Security Clearance.
This position is essential, meaning the duties this job performs are critical to the continued operations of the Ohio Department of Public Safety during a public safety emergency (OAC 123: 1-46-01 & DAS Directive HR-D-11). This position will be required to report for duty during any public safety emergency.
Requires valid driver's license to operate state-owned vehicle or must be able to provide own transportation.
