Description
We are looking for a Talent Acquisition & Retention Manager to play a mission-critical role in ensuring the company attracts, hires, and retains top-tier talent to support large-scale fiber construction and fulfillment operations. This position leads the development and execution of strategic staffing plans that address both field workforce and administrative support needs across multiple regions. The role also drives retention initiatives that align with the company’s commitment to operational excellence, safety, and workforce development.
The ideal candidate understands the unique challenges of staffing and retaining line crews, splicers, drop and install technicians, and field operations staff. They possess strong analytical skills, are results-driven, people-focused, and thrive in dynamic environments where workforce stability is key to project delivery success.
This position will report regularly to the headquarters office in Murfreesboro, TN and travels regularly.
Schedule:
- Full-time
- Willing to work flexible hours, including nights, weekends and holidays as needed in addition to regular travel.
Travel:
- 50% to various states regionally
- Visit multiple branch locations and attend job fairs, trade events, etc.

Additional Responsibilities:
- Forecast staffing needs for mainline fiber crews, splicing professionals, drop/install technicians, project managers, and support roles, in collaboration with operations and project leadership.
- Implement sourcing strategies using internal systems, job boards, trade schools, DOL programs, attend local networking events, and other industry-specific channels.
- Develop and maintain regional labor pipelines to meet rapid deployment needs.
- Analyze turnover trends and exit interview data to identify and address root causes.
- Build and manage employee engagement programs, stay interview updates, and early attrition mitigation plans.
- Partner with local leadership and HR department to improve onboarding, mentorship, and workforce recognition efforts.
- Create internal growth pipelines and career mapping plans for field-to-leadership development.
- Develop and track KPIs and utilize reporting dashboards for hiring timeframes, attrition rates, and employee satisfaction in collaboration with the HR Department.
- Provide weekly staffing reports to internal executives and support audit and compliance readiness in collaboration with the HR department.
Requirements
- Bachelor’s degree in Human Resources or at least 5 years relevant experience.
- Staffing experience in fast-paced, high-volume environments is required.
- Experience in telecom, utilities, construction, or skilled trades environments strongly preferred.
- Ability to design and implement retention strategies tailored to a field-intensive workforce.
- Strong understanding of federal and state labor regulations.
- Proven success in managing high-volume field workforce staffing.
- Excellent communication and problem-solving skills.
- Ability to take initiative and work independently.
