Raytheon is seeking a Program Operations Manager to be a member of the Electro-Optical Infrared (EO/IR) Solutions Sub-Business Unit in the Raytheon Advanced Products & Solutions (APS) Strategic Business Unit. This position requires a highly skilled operations leader that has experience in the full spectrum of program execution and the leadership skills to engage across all functional organizations. This position will lead production, development, and Depot/MRO programs in a high-complexity, high-mix AS9100 Department of Defense (DOD) manufacturing environment.
This position is responsible for operations execution of various programs within Advanced EO/IR Systems directorate. This position closely partners with Program Management, Supply Chain, Finance, Engineering, various Functions within the Factory organization, Contracts, Customers, S&OE/P and other supporting functions to shape, develop, and execute the strategies and objectives of the product line to achieve the cost, quality, and schedule goals for the programs and business unit. This position requires strong leadership skills, to exert influence in a dynamic environment with rapidly shifting constraints, challenges, and competing priorities of many interrelated products.
What You Will Do
- Own operations execution on established and emerging DOD with cost-plus and firm-fixed contract types.
- Ensure On-Time Delivery of all customer commitments.
- Participate in business pursuit and capture, including developing TINA (Truth in Negotiations Act), compliant Basis of Estimates (BOE) submittals leading to contract awards.
- Lead Front End of the Business (FEOTB) activities including Contract requirements review, BOM development, MRP Requirements planning, Manufacturing execution plan development, and Make/Buy/Where strategy and execution.
- Lead multi-functional teams in problem resolution and driving productivity improvement and efficiencies through HPU, Lead Time, Cycle Time, and other improvement initiatives using CORE Six Sigma, lean practices, and similar analytical improvement methods and tools.
- Identify and manage operational risks and opportunities throughout each phase of the business cycle by developing and implementing Risk Mitigation and Opportunity Capture Plans.
- Provide leadership, management, and coordination of manufacturing resources to support program requirements and actively collaborate while maintaining positive relationships with program management, cross-functional leadership, suppliers, customers, and government representatives.
- Execute Operations Control Account Manager functions including developing and managing budgets, cost accounts, and baselines, earned Value Management Tasks, and Variance Analyses and recovery plans.
- Perform Estimate At Complete (EACs).
- Partner with Program Managers in strategic contract shaping & execution.
Qualifications You Must Have
- Typically requires a Bachelor’s and a minimum of eight (8) years prior relevant experience, or an Advance Degree in a related field and a minimum of five (5) years’ experience.
- Experience managing budgets, proposals, and/or financials.
- Minimum five (5) years experience in operations, project engineering, and/or project management in a manufacturing environment.
- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
- Experience with Proposal and Basis of Estimate development in a DoD environment.
- Experience in New Production development, Bill of Materials & WBS structures.
- Experience with business and project management tools and procedures.
- Experience with Proposal and Basis of Estimate development in a DoD environment.
