General Description:
The Director of Marketing and Communications for the Texas Higher Education Coordinating Board (THECB) will be working in the Communications division. This position is responsible for overseeing a creative team and is charged with developing, managing, and executing strategic external and internal communications and marketing initiatives for the agency. This position reports to the Associate Commissioner for Public Affairs.
General Duties and Responsibilities:
Establishes and monitors staff performance and development goals, assign accountabilities, set objectives, establish priorities, conduct annual performance appraisals, and recommend salary adjustments and/or staffing model amendments.
Directs implementation and execution of marketing and communications strategies and tactics, ensuring marketing communications are coordinated and consistent across the agency; provide oversight and direction for media relations, marketing campaigns, advertising, and agency digital marketing and communications content, including email marketing, social media, and blog and website content. Develop and manage the Marketing and Communications budget.
In consultation with the Associate Commissioner and leadership team, develop a comprehensive, integrated strategic marketing and communications plan to advance THECB's brand identity; broaden awareness of its resources, initiatives, and priorities; and increase the visibility of its programs across key stakeholder audiences.
Oversee and direct market research and analyze user data to develop and pursue strategies for maintaining consistent and equitable consumer growth and retention for key products and programs.
Identify, assess, and advise on opportunities for additional outreach, implementation, and awareness of THECB, including conferences, presentations, and professional development events.
Together with the Associate Commissioner for Public Affairs, oversee THECB brand, ensuring consistency, protecting the THECB reputation, and providing crisis communications support as necessary. Support art direction for and development of all THECB's print and digital communications.
Assist the Associate Commissioner with special projects as assigned including policy and legal analysis, research projects, briefings, presentations, and identification and provision of strategic recommendations to ensure the sustainability of agency programming.
Create public relations strategy that will allow THECB leadership to cultivate and enhance meaningful relationships with targeted, high-level external audiences, including the media, industry leaders, education leaders, and policymakers.
Develop information and collateral for legislative audiences
In coordination with the Associate Commissioner for Public Affairs, create an internal communication strategic plan for regular outreach to agency staff
Performs other duties as assigned.

Qualifications
Required Minimum Education and Experience:
- Bachelor’s degree from an accredited college or university.
- Minimum 8 years of experience in marketing, communications, media relations, or public relations
- Demonstrated success leading high-performing marketing and communications teams and developing and executing marketing and communications plans.
- Minimum of 2 years managing a team.
Preferred:
- Exceptional verbal and written communication skills, with the ability to create compelling marketing and communications materials
- Ability to motivate, lead through influence, and collaborate with individuals and groups
- Excellent interpersonal communication skills, with strong organizational capabilities.
Physical Requirements and/or Working Conditions:
Work is performed in a standard office environment and requires:
- Regular, reliable, and punctual attendance at work;
- Frequent use of personal computer, copiers, printers and telephones;
- Frequent sitting;
- Frequently works under deadlines, as a team member, and in direct contact with others.
