Arlington County Government is currently hiring an experienced Sr IT Analyst (Data Steward). This position within the Department of Technology Services (DTS) is responsible for supporting a trusted data culture including providing data analysis, dataflow automation, data governance, and implementation of policies and practices. The Sr IT Analyst (Data Steward) is part of the Security, Privacy, and Regulatory Affairs Division. Arlington County Government has won multiple awards including the No. 1 'Digital County' in the nation for its size by the Center for Digital Government and the National Association of Counties.
Responsibilities include:
- Performing data analysis and visualization including extraction, transformation and loading data from multiple cloud and on-premise sources using various technologies such as APIs, dataflows, tokens and scripting, and presenting findings to County leadership and staff;
- Developing in-depth understanding of County administrative data sources and opportunities for re-use, forming partnerships within the department and with other departments to identify and meet County-wide data needs and advise collaborative efforts;
- Using County data platforms/tools and data management best practices for security, privacy and governance to guide and troubleshoot data through a repeatable lifecycle from extraction through use/re-use and ultimately to disposal;
- Assessing and improving the quality and usefulness of datasets published to the County’s analytics data warehouse and preparing and publishing new datasets;
- Adhering to technical and legal requirements for data collection, storage, sharing, use and disposal while also contributing governance, policy and practices recommendations to enhance efficiency and improve data utilization approaches; and
- Collaborating with and training County staff across all departments to gauge data needs and expand data literacy as well as managing a workplan of activities to support this outreach.
The Ideal Candidate will have proven experience with statistical data analysis, data scripting, data visualization, data quality and data migration tools and techniques; proven experience translating stakeholder requests into actionable, high-quality datasets suitable for publication and deriving insights; customer service skills to build strong cross-organizational relationships; and analytical ability to compose and edit reports, procedures, and policies and make recommendations for updates and changes.
Minimums:
- Bachelor's degree in Computer Science, Information Systems Management, Mathematics, or a related field;
- Considerable experience in data analysis/visualization and data management including data transformation, movement and processes, data governance and policy implementation, and/or data quality; and
- Use of rational database management systems (RDMSs) and application programming interfaces (APIs).
Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis.
Desirables: Preference may be given to candidates with experience in one or more of the following:
- Master's degree in Data Science, Statistics, Computer Science, Information Systems Management, Mathematics, or a related field;
- Proven experience with one or more aspects of the County’s data infrastructure: Microsoft Azure, Amazon Web Services, Microsoft Power BI Service, Microsoft Power Automate, Medallion, DBT, Bitbucket and Microsoft Sharepoint; and/or
- Improving service delivery in a local government using data-driven solutions.

Additional Information
Work hours: This is a flexible 40-hour per week position, Monday-Friday.
Remote work (telework) is available for this position. This is not a fully remote position.
