Job Description :

The HR Manager/HRBP at Havas Cambodia is responsible for the comprehensive management of all human resources functions within the organization. This role requires a strategic thinker with hands-on expertise to manage and support the entire employee lifecycle, from recruitment to exit. The HR Manager/HRBP will be instrumental in developing and maintaining a positive, productive, and inclusive workplace culture that aligns with Havas’ global values and local business objectives.

Talent Acquisition & Recruitment:

  • Lead the full-cycle recruitment process including job postings, sourcing, interviewing, and selecting candidates.
  • Develop and maintain strong relationships with local universities and institutions for campus recruitment and internship programs.
  • Ensure a seamless and positive candidate experience throughout the recruitment process.

Onboarding & Offboarding:

  • Design and implement effective onboarding programs to ensure new hires are integrated smoothly into the company culture and are productive as quickly as possible.
  • Manage offboarding processes, including exit interviews, to gather insights and ensure a smooth transition for departing employees.

Learning & Development:

  • Identify training needs across the organization and develop learning programs that enhance employee skills and career development.
  • Coordinate with external training providers and manage partnerships with educational institutions to deliver impactful learning experiences.
  • Support the leadership team in developing succession planning and career development paths for employees.

Employee Relations & Engagement:

  • Act as a trusted advisor to managers and employees on HR-related matters, providing guidance on company policies, conflict resolution, and employee performance issues.
  • Develop and implement employee engagement initiatives to foster a positive workplace culture and enhance employee satisfaction.
  • Promote a culture of continuous feedback and recognition within the organization.

Performance Management:

  • Oversee the performance appraisal process, ensuring it is fair, transparent, and aligned with business goals.
  • Work with managers to identify and address performance gaps, providing coaching and development plans where necessary.

HR Projects, Employee Engagement, CSR, DE&I:

  • Lead and support various HR projects, including the implementation of HR systems, DE&I initiatives, and corporate social responsibility (CSR) programs.
  • Drive change management initiatives, ensuring smooth transitions during organizational changes.
  • Champion DE&I initiatives to create an inclusive and diverse workplace.
  • Implement policies and practices that promote diversity in recruitment, employee development, and workplace culture.
  • Develop and manage CSR initiatives that align with the company’s values and contribute positively to the community.
  • Be the leader for the bi-annual employee engagement survey, from deployment to analysis of the results, definition, deployment and evaluation of an action plan

Office Management and Leadership:

  • Oversee office management functions, ensuring the office environment is conducive to productivity and employee well-being.
  • Lead the office management team, composed of one office manager and several maids, drivers, security guards
  • Manage, train and mentor one HR Executive
  • Collaborate with facilities and IT teams to manage office space, equipment, and supplies.

HR Compliance & Reporting:

  • Ensure compliance with local labor laws and regulations, including timely reporting to relevant authorities.
  • Maintain accurate HR records and generate reports to inform decision-making and strategy.
  • Work very closely with the regional HR team to ensure compliance with Havas HR cycle (performance, goals, compensation reviews…)

Qualifications:

  • Education: Bachelor’s degree in Human Resources, Business Administration, or related field. A Master’s degree or HR certification (e.g., CIPD, SHRM) is a plus.
  • Experience: Minimum of 5-7 years of experience in a similar HR role, preferably within the advertising or media industry.

Skills:

  • Strong understanding of Cambodian labor laws and HR best practices.
  • Excellent interpersonal and communication skills.
  • Ability to handle confidential information with discretion.
  • Proficiency in HRIS and other HR-related software.
  • Strong problem-solving and conflict resolution skills.
  • Proven ability to manage multiple projects and priorities simultaneously.
