The Tenth Judicial District, which includes eight counties in the Northern Suburbs of the Twin Cities Metro Area, is seeking qualified applicants for a full-time Court Operations Supervisor to join the Washington County Court Administration team in Stillwater, MN.

The Court Operations Supervisor is responsible for assigning, directing, supervising, and coordinating the work of an assigned work unit/division to ensure that cases are processed in a timely and accurate manner.  As a Court Operations Supervisor, you will directly supervise a moderate number of staff in a Court Administrator’s office in a medium to large county.  This position requires excellent communication, the ability to analyze legal documents for content, and interpret/apply statutes and court rules. This position also requires the ability to make sound, independent judgments and decisions and deal with diverse populations, including staff, judges, stakeholders, and attorneys. 

 

WHAT YOU WILL DO

The following are examples of major job duties expected of this position:

  • Provides leadership and oversight for all staff within the court scheduling unit, including assigning work, coordinating daily operations, and managing hiring, training, and performance
  • Supervises case management, scheduling of hearings, and in-court updating, such as preparation of court orders for all case types. 

  • Assists with creating and maintaining the calendar plan for 10 judges. 

  • Assists with jury and exhibit management as needed. 

  • Reviews statistical reports and dashboards to gather case management data that is provided to the bench and other leadership. 

  • Directs the workflow of the division to ensure that work is fairly distributed, that priority work is handled promptly, and that deadlines are met.

  • Develops, recommends, and implements new policies and procedures to comply with current statutes and regulations as they pertain to the division; and simplifies work processes so that the division operates more efficiently. 

  • Performs a wide variety of complex court clerical and supervisory clerical assignments; reviews and processes legal documents, assures completeness and accuracy of court records; schedules cases, manages conflict cases, answers procedural questions for staff; works with supervisor and subordinate staff to develop and implement new procedures, and responds to changes in the law.

  • Interprets statutes, rules, and orders and provides recommendations on procedural questions to attorneys, subordinates, and the general public.
  • Provides orientation to staff members regarding new rules and legislation pertinent to the division and updates appropriate manuals for current use.
  • Selects, coaches, mentors, develops, and evaluates the performance of staff according to established standards.
  • Serves as a point of contact for multiple stakeholders and the public. 

 

MINIMUM QUALIFICATIONS

  • Graduation from high school or equivalent
  • 3-5 years of experience as a Court Operations Associate, Leadworker II or similar position

 

PREFERRED QUALIFICATIONS

  • Possession of a bachelor’s degree from an accredited college or university in education, information technology, court administration, public or business administration, behavioral science, or a closely related area, and considerable experience in a trial court and/or training environment, or equivalent combination of directly related experience and education.
  • Prior leadership experience. 
  • Knowledge of case flow management and best practices for all case types. 
  • MNCIS knowledge of case processing and in-court updating.

 

WHAT YOU WILL BRING

  • Thorough knowledge of court procedures and policies, legal documents, laws, and legal factors pertaining to the court or area of assignment.

  • Thorough knowledge of the organization, operation, function, and scope of the authority of the court or activity to which assigned. 

  • Considerable knowledge of effective supervisory and management techniques.

  • Considerable knowledge of the automated court information system.

  • Ability to make work decisions in accordance with law, regulations, and departmental policies and procedures.

  • Ability to maintain a variety of complex records and prepare reports.

  • Ability to establish and maintain effective working relationships with others within and outside of the Judicial Branch. 

  • Ability to plan, assign, and supervise the work of subordinate employees engaged in a variety of court activities. 

  • Ability to express ideas concisely and clearly, both orally and in writing. 

  • Ability to understand and follow oral and written instructions

 

SUPPLEMENTAL INFORMATION

  • This position is located in the Washington County Courthouse at 14949 62nd St. N. Stillwater, MN 55082
  • Work is performed primarily in an office setting, at a public counter, and/or in a courtroom; however, a hybrid work schedule may be available depending on the needs of the team and with supervisory approval.
  • The expected hiring range for internal hires for this position is $34.06 to $43.39/hr, based on qualifications, with a full future earning potential of $71,117- $110,079 annually. 
  • This position is exempt under the Fair Labor Standards Act. 
  • Core business hours are Monday-Friday, 8:00 am-4:30 pm. Initial days off: Saturday, Sunday, and Court Designated Holidays.
