JOB SUMMARY
Researches and validates source documents to create and update real property parcels in the tax management system. Determines and creates workflow packages for real property (residential and commercial) field inspections and real property tax appeals. Provides necessary documentation, maps, and support for appraisers to manage daily activities.
MINIMUM QUALIFICATIONS
Three (3) years of related experience; or an equivalent combination of related education and experience.
Must pass course 501 Assessment Practice in Utah within one (1) year of date of hire.
Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.
ESSENTIAL FUNCTIONS
- Validates source data, creates and updates parcel data records through real property appraiser updates.
- Assists real property appraisers in technical training, read and understand legal descriptions, the real property database, and other tax systems software.
- Audits appraisal record updates submitted by real property appraisers for data errors and omissions.
- Coordinates all real property tax appeals (staff, data, records, files, mediations, hearings – both local and State Tax Commission).
- Audits, scans, indexes, routes, and maintains documents in electronic filing system.
- Prepares standardized correspondence.
- May perform the duties of a notary public.
KNOWLEDGE, SKILLS AND ABILITIES (KSA)
Knowledge of:
- Tax Systems data base and software, ArcMap, GIS Systems, `SLCO Recorder Data Services (Darwin), Ortho , Microsoft Office, appraisal sketch software, Web Browsers, electronic imaging and filing systems, mapping systems, shared network drives and integrated phone systems and messaging software.
- Processes and methods for real property appraisal terminology
- Legal terminology related to real property and legal descriptions
- Computerized mass appraisal
- Basic business letter writing
- General office filing techniques
- Basic mathematical skills
Skills and Abilities to:
- Work with computer software and programs related to job-specific duties
- Use customizing techniques available to the user in software mapping systems
- Research methods and techniques
- Read and interpret legal descriptions including metes and bounds, maps, aerial and orthophotographs
- Interpret recorded maps and documents per state statutes
- Use initiative and independent judgement within established procedural guidelines
- Contribute effectively to the accomplishment of team or work unit goals, objectives and activities
- Effectively apply general principles to specific conditions
- Accurately determine area acreage using arithmetic calculations
- Communicate effectively both orally and in writing
- Use 10-key and type accurately and efficiently
