Job Description
Reporting to the Manager, Accounting Operations the Senior Officer, Financial Services is responsible for managing and coordinating a variety of financial activities including month-end and year-end processes, accounts payable, submission of the Receiver General Trial Balance, financial statements and financial reporting. The role also involves interpreting financial policies, providing expert advice to internal clients, and ensuring compliance with Government of Canada financial management frameworks and reporting requirements
The incumbent performs the following duties:
- Prepare yearly audited financial statements, perform analysis required for the external audit of financial statements, public accounts and other reports to meet Central Agency reporting requirements.
- Execute the payment authority and performs quality control of invoices being paid, identifies balance variances and conduct in-depth analysis to discern the causes of errors. Investigate, analyze and resolve new and or complex accounting issues as well as variance in closing balances.
- Coordinate the analysis and preparation of prepaid documentation and reconciliations.
- Performs the management of capital asset to ensure assets are accounted for, depreciated according to policy, documented and reconciled.
- Perform other financial duties including the production of T-slips in accordance with the Income Tax Act, manages the chart of accounts, payable at year end and the security accesses of financial systems and related interfaces
- Provide proactive advise to LOP staff and management on accounting operations, accounts payable, financial year-end, month-end and public accounts.
Qualifications
Education:
- A bachelor's degree in a field related to the duties of the position or an acceptable combination of education, training and relevant experience.
Experience:
- Minimum of two (2) years’ experience* compiling and analysing financial data to prepare accurate financial statements including income statements, balance sheets, net debt, cash flow, and notes; ensuring compliance with Accounting Standards and internal controls.
- Minimum of two (2) years’ experience* preparing trial balances, including validating general ledger balances, ensuring compliance with accounting standards, and delivering timely and accurate reports.
- Minimum of two (2) years’ experience* coordinating year-end financial close activities, such as account reconciliations, trial balance reconciliation, payable and receivable at year end, as well as preparation of opening balances.
- Minimum of two (2) year’s experience* in financial operations and reporting, including the preparation, reconciliation, and analysis of financial data, as well as providing strategic advice and recommendations to clients and management in minimum two (2) of the following areas:
- Capital assets
- Prepaid
- Salary overpayment
- Inventory
- Accounts payable and / or accounts receivable
* The minimum two (2) years of experience is defined as a cumulative total of approximately 24 months of relevant full-time experience, with experience from both public and private sectors being recognized.
Knowledge:
- Knowledge of Generally Accepted Accounting Principles (GAAP), Accounting Standards , and internal controls.
- Knowledge of the principles, theories, standards and methodologies of business analysis including the ability to analyse, solve problems and propose solutions.

Asset Criteria:
- Experience supporting internal and / or external audits, including preparing audit work papers and responding to audit inquiries
- Knowledge of financial systems and tools common in the federal government such as departmental financial management system (DFMS), Central Financial Management Reporting System (CFMRS) and Public Accounts Production System (PAPS).
- Experience preparing, reconciling and submitting taxation slips (e.g. T1204, T4A and T2200)
- Experience in ensuring the timely and accurate reconciliation and submission of Public Accounts.
- Experience using the Unit4 ERP system or similar enterprise software.
Conditions of Employment:

This selection process may include a second-language evaluation, a written exam, and an interview. The interview will consist of behavioural, situational and knowledge-based questions. Candidates will be required to pass each stage in order to move to the next stage of the selection process.
