This position is a job rotation anticipated to last 12 months, though may be extended or decreased due to business need. This rotation is available for current, regular status employees of the Oregon Department of Corrections, Oregon Corrections Enterprises, or Oregon Board of Parole, Probation, and Post-Prison Supervision with their current manager's approval.

Work location will be determined at the time of appointment and will be assigned to either TRCI or EOCI but will be required to travel to other facilities.

About the Job – Your Role

The Inspector 2 role provides investigative services across ODOC institutions and facilities, focusing on individuals who pose elevated security risks. This position leads complex investigations, gathers, and analyzes criminal intelligence, and prepares accurate, objective reports for administrative and legal proceedings.

You’ll also collaborate with law enforcement partners and internal stakeholders to maintain a safe and secure environment for staff, AICs, and the public.

Key Responsibilities

  • Lead investigations involving AICs, staff, volunteers, contractors, and visitors
  • Evaluate intelligence and determine investigative scope and jurisdiction
  • Conduct interviews, gather evidence, and develop sources
  • Prepare complete and accurate investigative reports
  • Coordinate with local, state, and federal law enforcement
  • Promote deterrence through investigative presence and professional conduct

This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Minimum Qualifications

Three years of investigative experience that included gathering facts, collecting evidence, examining records and doing interviews to verify or disprove claims of suspected law violations.

Or

Three years of experience within a correctional setting that included interviewing inmates to gather facts, collect evidence, do searches and document violations of administrative or criminal regulations for the purpose of disciplinary action.

Requested Skills

  • Experience investigating, documenting, and testifying in criminal and administrative investigations and proceedings;
  • Experience finding, securing, and appropriately handling criminal evidence to preserve chain of custody requirements;
  • Experience conducting confidential or investigative interviews and documenting statements;
  • Experience and proficiency with strict confidentiality requirements and appropriate handling of sensitive information and reports;
  • Possess the ability to communicate effectively, both verbally and in writing, and show good judgement and common sense when interacting with ODOC staff, contractors, visitors, volunteers, and AICs as well as stakeholders and the public;
  • Able to identify and respond appropriately to real or perceived conflicts of interests as indicated in ODOC policy;
  • Perform position duties in a manner which promotes customer service and harmonious working relationships, including treating all persons courteously and respectfully;
  • Engage in effective team participation through willingness to assist and support co-workers, supervisors, stakeholders, and other work-related associations.

  • Must have a valid driver’s license and acceptable driving record.

Working Conditions

Inspector 2s may be required to work irregular and long hours. They may be exposed to verbal abuse, harassment, threats of violence to self and/or family, and illegal or hazardous substances. They may encounter physical resistance. Inspector 2s may be assigned to ODOC Institutions as work sites.

Inspector 2s are required to travel frequently to ODOC Institutions and facilities spread across the state, sometimes on very short notice (or immediately). They may also be required to do unannounced physical searches of a prison cells or interview a housed offender to collect evidence of a suspected criminal activity.

Inspector 2s may be called upon to conduct surveillance in areas outside of the incarceration setting. Inspector 2s may be required to travel to inmate work crew sites, which might be located on a public roadway or in a remote forest area, to surreptitiously observe and gather photographic or video evidence of illegal activity, while sitting for long periods of time in an unmarked state car. Inspector 2s must be able to travel swiftly in response to intelligence.

Inspector 2s are expected to maintain strict chain of custody guidelines as it pertains to evidence handling and processing.
