ROLE PROFILE
TITLE: Project Coordinator (Child Protection)

CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g.
once a week or more) or intensively (e.g. four days in one month or more or overnight) because they
work country programs; or are visiting country programs; or because they are responsible for
implementing the vetting process staff.
ROLE PURPOSE:
The Project Coordinator, under the technical and managerial support of the
Program Manager, will be responsible for coordinating and managing Save the Children’s Child
Protection implementation in Rakhine. including community-level child protection, monitoring, reporting, and responding to the six grave violations of child rights, awareness-raising campaigns, MHPSS, and child protection case management support and referral services, including caring for child and the engagement with all relevant key stakeholders. As a supervisor of three Project Officers the post holder will provide ongoing coaching and supervision to ensure high quality of implementation.
The post holder will support the implementation of a competency-based capacity building plan in line with Save the Children (SC)’s evolving competency framework. The post holder will adapt capacity building programs and ensure that effective supervision is at the core of the case management system both internally and externally. The post holder will also ensure coordination among key service providers.

Role Dimensions: Regular contact of detailed explanations of policy, regulations, programs, services
and representation of SCI at the local level or with mid-level counterparts
Program Implementation and Quality:
• Conduct ongoing deep context analysis, including child protection risks and community resources that can be strengthened to ensure CP at the community level
• Support the project team in adapting the IEC tools and disseminating appropriate information on child protection and MHPSS
• Work close with technical advisor for develop effective capacity development programs for the project team, as CP program required training program such Case Management, Positive Parenting, SGBV, and Group Psychosocial Support.
• Engage with regular technical catch-up calls and sharing update information
• Support caseworkers to implement case management, as per SC’s Steps to Protection Common Approach and in alignment with the guiding principles and minimum standards of case management
• Assign caseloads to caseworkers (through discussion and agreement being reached) based on a caseworker’s competencies and a reasonable and agreed workload
• Ensure adequate documentation of cases including identification / registration, assessment, case plan, implementation, follow up and case review, and case closure
• Intensive Support and/or directly manage the most complex and sensitive cases
• Promote gender equality and the inclusion of disabled children in all activities implemented in the project
• Generate a common understanding of child protection in situations with key stakeholders.
• Support to partner for overall management of planning, implementation, supervision, monitoring and evaluation to ensure high program quality, innovative CP program.
• Provide to Program Manager sound explanations for any significant variance (beyond SCI-accepted limits) from work plan and budget plan, together with proposed actions to remedy this situation.
• Work close with supervisor for monitor the monthly budget vs. actual.
• Provide regular monitoring support to case workers on use of CPiMS+ and provide technical support as needed. Work closely with CP thematic MEAL to ensure case data is properly recorded.
• Support POs on implementing the community-level child protection, MHPSS and awareness raising campaign as required.
• Support PO in child friendly activity, awareness raising on child protection, girl friendly, psychosocial wellbeing of children.
• Work closely with PM and produce monthly report or as requirement. Any other tasks assigned by supervisor.
• Establish and maintain relationships with local authorities, humanitarian actors, and
• community leaders, ensuring effective coordination and consultation
• Ensure project staff safety and security, and ensure all Save the Children policies and
• principles are upheld.
• Develop community profiles and support tailored awareness raising programmes based on child protection trends within communities.

• Capacity Building and Supervision
• Ensure support PO to provide coaching sessions for child-friendly space (CFS) activities and psychosocial well-being.
• Provide require trainings for POs and Case Workers.
• Support PO to provide of supervision, provide ongoing mentoring and coaching of caseworkers in line with the SOPs and other case management tools.
• Build capacity of key stakeholders and leaders on the protection of children in conflict settings.
• Monitoring and Documentation:
• Collect project data as specified by the CP project’s M&E framework and send them regularly to the area MEAL coordinator and Thematic MEAL.
• Monitor and document the progress of project activities in geographic area/s of assignment with partner focal staff.
• Keep records of activities and report periodically on project progress, with recommendations, in a timely manner.
• Assist in documentation of process and impact of the program as needed.
• Participate and facilitate in coordination with project team actively in quarter learning and review meetings.
• Work collaboratively with other teams to ensure the effective monitoring, evaluation and documentation of the project(s).
• Ensure the projects meet our accountability standards and that effective accountability systems are implemented.
• Organize and collate quantitative and qualitative documentation of project activities. Adhere to CP team formats for quality benchmark and quality check list tools.
• Assist Project Manager with periodic and other reporting.
• Ensure all project staff effectively use advocacy materials contributes and uses data for technical review on advocacy planning.
• Regular visit to project sites to ensure the learnings are documented and shared with team members.
Grant Management and Reporting
• Delegated budget holder responsibility for the grant mentioned above in the areas under his/her responsibility.
• Assist Program manager in preparing requests for budget revisions, realignment and other grant modifications as required.
• Ensure that project resources for specific locations are used optimally and that expenditures comply with internal controls and donor compliance.
• Assist PM for planning and reporting to donors by providing qualitative reports in a timely manner.
• Assist PM in monitoring expenditure against budgets and the proper financial management of the program by providing cost effective work plan regularly.
• Any other duties and tasks assigned by supervisor.
Networking, collaboration and information sharing
• Establish trust and ensure effective engagement with the community, showing respect and humility
• Spearhead negotiations on child protection support with local authorities in a way to ensure conflict-sensitivity
• Strengthen effective coordination with other CSOs/INGOs/UNs working in the region and ensure SCI CP team maintain an up-to-date service mapping for their geographical area.
• Represent CP program actively participate in relevant working group meetings as well as bilateral meetings with other agencies on behalf of the program at implementation areas.
Child Safeguarding Responsibilities

QUALIFICATIONS AND EXPERIENCES
Significant experience of managing child protection projects in emergency settings, especially in complex security environments and working experience.
Bachelor’s degree in social work, Psychology, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience.
Experience of leading and developing a team, and the ability to lead, motivate and develop others. At least 4 years of experience on child protection mainly on Case Management, Community Based Child Protection Mechanisms, MHPSS including Child Friendly Spaces.
Specific experience on case management is preferred.
Knowledge and experience on effective budgetary control and managing grants.
Ability to identify the main gaps in child protection in the given context to inform timely response for children.
Experience in training and capacity building in Child Protection and willingness to dedicate time to staff development.
Experience in monitoring and evaluating child protection programmes in emergency contexts across multiple locations.
The capacity and willingness to be extremely flexible and accommodating in difficult working circumstances including being culturally sensitive with qualities of respect, tolerance, tact and diplomacy.
SKILLS
Excellent interpersonal, communication and presentation skills.
Good written and spoken skills in English.
Knowledge of established inter-agency standards and guidelines in child protection,
especially the Case Management Guidelines, Minimum Standards for Child Protection in
Humanitarian Action, SC Child Friendly Spaces Handbook
General
