Job Summary
The overall purpose of this position is to provide oversight for the Learning & Development team including staff supervision, curriculum design, heavy emphasis on management and leadership development and delivery, delivery of compliance training, design and delivery of revenue-generating programs, and the maintenance of the Learning Management System. This position also provides strategic direction to the organizational, group, leadership and individual development programs and initiatives of the enterprise. The role works towards the achievement of business objectives through the assessment or analysis of performance/operations, identification of skill or performance gaps, recommendations for interventions or solutions, design, delivery or implementation and evaluation of programs. As needed, the position will serve as the SME in matters relating to the coordination of HR services, organizational policy, change management and enterprise initiatives .
The role reports to the CHRO and manages a staff of four employees. This position is primarily strategic with operational input. There are established policies and procedures governing some aspects of this position, but a large part of the decision making involves methodically gathering information and making an informed decision and then, implementing it. Major decisions are made in collaboration with the Director, Employee Development Partners. Any other recommendations affecting other departments must be approved by the department heads and/or the Management Council.
Key Responsibilities
- Develops the annual strategic plan and implements same for L&D
- Oversees and participates in the design, development and delivery of staff training programs with Learning & Development team. Delivers a broad range of programs globally.
- Develops and oversees testing and evaluation standards for IEEE Learning & Development owned courses
- Ensures external vendor courses are properly evaluated to provide measurable results
- Evaluates training effectiveness (both internal and external) through observations, curriculum review, etc., and provide recommendations and feedback to senior management
- Assesses and communicates ROI on training programs
- Manages and ensures statutory training requirements are met globally (harassment, compliance, etc.)
- Researches training materials and vendors to determine whether programs should be developed and offered in-house or outsourced to an external vendor; ensure program delivery methodology is appropriate
- Negotiates purchase of training programs, materials, and services. Perform continuous research on best practices and industry benchmarks for effective and innovative training methods
- Creates cost analysis to maximize quality training for minimum cost per student; Ensures new and existing classes are documented according to departmental standards
- Compiles metrics for the Learning & Development function and works with the Director, Total Rewards and HRIS to ensure consistency and accuracy of related data
- Directs the compilation and analysis of empirical and anecdotal data in the process of reviewing organizational needs and proposing solutions
- Must be able to analyze various data, draw conclusions, identify trends and report results to senior management
- Handles any and all problems that occur within a teaching situation using experience and judgment to resolve issues
- Oversees evaluation, implementation, testing and maintenance of the Learning Management system and other systems used to support the function.
- Participates with evaluation of engagement data and recommended actions to address issues. Fosters a culture of continuous learning. Partners with HRBPs to develop recommendations to address issues.
- Leads processes for assessment and solution development for individual, group or organizational programs through observation, request, research, and data review etc.
- Designs and implements the bi-annual engagement or employee experience survey. Generate and analyze reports.
- Recommends strategy for individual, leadership, group, and organizational performance management and talent development
- Appropriately markets the curriculum and services of the Learning & Development team to support strategic objectives of the company
- Develops and manages the L&D Budget, monitors expenditures throughout the year.
- Manages Learning & Development staff including conducting performance reviews, managing resources, planning, setting objectives, developing, training, and coaching employees
- Designs, develops and implements micro learning programs such as Power Hours and Morning Brews
- Develops and delivers programs externally focused for revenue generation in partnership with the Director Employee Dev Partners.
- Collaborates with senior leadership regarding delivery of strategic programs such as Managers Forum and Spotlight On.
- Designs, manages and oversees the multi-partner onboarding program with a blended learning solution including: Instructor Led training, eLearning, webinars.
- Partners with senior leadership to design and deliver customized programs to address a variety of issues such as teamwork, communication, leadership and many other issues
- Manages a variety of vendors including systems, content, assessment, evaluation and testing
Qualifications
Education- Bachelor's degree or equivalent experience Human Resources, related field or equivalent experience Req
- 7-10 years professional or managerial level business experience in Learning & Development and staff management experience Req
- 360 Assessment, DiSC, Manager Coaching 60 Days, Req
- Certified Instructional Designer and Developer 60 Days, Req
- Training certifications (Coaching, Change Management, CCL, CPLP, EQ) are highly desirable Pref
- PHR/SPHR/CPLP or equivalent credentials Pref
- Must have excellent oral and written communication skills; Must communicate regularly with all levels of IEEE staff; Must be able to communicate effectively in small group meetings, as well as large group training sessions
- Must be able to read, comprehend, and respond to staff inquires on a variety of topics
- Must be able to present to groups ranging in size from 5 - 100+ people; This position will also regularly facilitate small and large group training classes (primarily soft skills courses).
- Must have excellent interpersonal skills; Ability to provide coaching and constructive feedback is also essential, both in the classroom and in one-on-one situations
- Negotiating skills are needed in working with vendors for purchasing of training programs, arranging guest speakers, etc.; Partnering skills are necessary in forming relationships with internal and external business contacts
- Must have a high level of professionalism and political savvy when interacting with senior leadership concerning strategic matters/business objectives
- Conceptual knowledge of database systems; Advanced level proficiency in MS Word, Excel and PowerPoint; Experience in Visio and MS project would also be helpful
- Operational experience with HRIS and LMS is required
- Knowledge of adult learning theory concepts and principles is necessary
