General Description:

Coalition Homes, Inc. (CH) seeks a mission-driven Property & Asset Manager to oversee day-to-day property operations and asset management for its portfolio of permanent supportive housing units. This role is responsible for ensuring the efficient, compliant, and trauma-informed management of all housing owned or managed by CH, including units with funding from the Department of Housing and Urban Development (HUD) Section 811 program, Montgomery County’s Moderately Priced Dwelling Unit (MPDU) program, the Housing Opportunities Commission (HOC) Project-Based Voucher (PBV) program, and the HUD Continuum of Care (CoC) program funds.


The Property & Asset Manager will focus primarily on tenant relations, facilities oversight, program compliance, and financial performance of the portfolio, with secondary support to affordable housing development activities as needed. This position supervises property management and maintenance staff and collaborates closely with program and finance teams to ensure long-term housing stability for formerly homeless individuals and families.

Primary Responsibilities


Property & Facilities Management:

  •  Oversee day-to-day property management operations including lease-up, rent collection, unit inspections, maintenance, and repairs.
  • Ensure compliance with HUD, Housing Opportunities Commission (HOC), and the Department of Housing and Community Affairs (DHCA) regulations, including annual rent renewals, certifications, re-certifications, and inspections.
  • Maintain and update policies and procedures for property management and facilities operations and providing training to staff on up-to-date regulations.
  • Supervise on-site property management staff and vendors, ensuring performance standards are met.
  • Coordinate routine and preventative maintenance to maintain quality housing stock.
  • Respond to major property related incidents 24/7 as needed.


Tenant & Program Coordination:

  • Collaborate with program staff to support tenant stability and ensure trauma-informed housing practices.
  • Serve as a primary point of contact for tenant issues and concerns, working toward successful housing retention.
  • Support tenant engagement activities and participate in program related case coordination meetings as needed with clinical teams.

Asset & Financial Oversight:

  • Assist in developing and monitoring annual property budgets and capital plans.
  • Track rent collections, vacancy rates, unit turnover, and financial performance metrics.
  • Monitor reserve accounts, loan compliance, and subsidy contracts.
  • Support compliance with local, state, and federal reporting requirements.
  • Liaise with finance team and external auditors to support annual audits and reporting.

Support Affordable Housing Development:

  • Provide operational input on new acquisitions and renovations.
  • Assist in transitioning new properties into ongoing management.
  • Coordinate with the development team on lease-up planning and property setup.


Requirements

Qualifications:

  • Bachelor's degree required; relevant certifications or graduate coursework in housing, real estate, or management preferred
  • Minimum 5–7 years of experience in residential property management
  • In-depth knowledge of fair housing laws and tenant rights.
  • Proven ability to implement and ensure compliance with federal, state, and local rental assistance programs, including:
  • HUD Section 811
  • Housing Opportunities Commission (HOC) Project-Based Voucher (PBV) Program
  • HUD Continuum of Care (CoC) Program
  • Moderately Priced Dwelling Unit (MPDU) Program
  • Other affordable housing programs serving low- and moderate-income individuals and families.
  • Supervisory experience in a property management or affordable housing environment.
  • Familiarity with property management software (e.g., Yardi).
  • Strong financial literacy with experience in managing property-level budgets.
  • Proven ability to forecast and plan for capital improvement projects and annual budgeting.
  • Excellent communication, problem-solving, and interpersonal skills.
  • Commitment to housing justice and supporting vulnerable populations.
  • Lived experience with homelessness, housing insecurity, affordable housing systems, or navigating support services—is highly valued at MCCH and CH.
Salary Description $75,000 - $85,000 a year
